Primary Purpose

Plans, directs, and manages talent acquisition, classification, position management, and compensation systems for the County. Supervises Talent Acquisition and Compensation staff. Serves as a member of the Human Resources leadership team.

 

Essential Functions

Oversees the design, creation of objectives, project timeline development, and implementation of a broad range of the County-wide classification and compensation, talent acquisition and onboarding programs and initiatives. Analyzes data and recommendations to support program development.

 Monitors teams progress in meeting deadlines, achieving milestones, producing deliverables (e.g., resources, guidelines, forms, policy changes), and presentation of program recommendations to HR and county leadership. Oversees creation of communication plan associated with implementing new programs and initiatives.  Oversees program/initiative's performance via survey responses, check-ins and statistics. Analyzes data, shares relevant findings with management and incorporates changes to foster continuous improvement.

Consults with senior leadership and hiring managers on classification, compensation, talent acquisition and onboarding best practices. Counsels staff and hiring managers on problem resolution for unusual or complex requests, policy interpretation and creative solutions to meet their business needs. Ensures employment laws are upheld.

Provides oversight for the County's talent acquisition, compensation and onboarding strategies, processes and activities. Serves as approver of all classification, compensation and talent acquisitions policy exceptions and sensitive/unusual requests. Serves as CMO liaison for all requests requiring their approval.

Oversees policy development and updates. Recommends revisions to associated forms and procedures as needed. Oversees training and communication of division policies and procedures and associated training.

Defines goals; directs and manages supervisors' performance.   Oversees goals, monitors targets for division staff and approves changes needed to meet divsion goals.  Oversees all hiring and onboarding activities, professional development, performance, discipline, work schedules, and timesheet approval for team.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Five years of experience in human resources administration directly related to the position’s functional area, including at least one year of human resources management experience


Qualification Equivalency

•

Equivalent education and experience are accepted
