Primary Purpose

Plans, directs, and manages the County's benefits and wellness programs. Ensures that benefit and wellness programs adhere to current regulations and support the organization's strategic objectives. Manages vendor relationships and supervises benefits and wellness staff. Serves as member of the Human Resources leadership team.

 

Essential Functions

Designs, manages, and administers benefits, wellness and leave programs. Partners with County leadership and vendors on plan design and premium rate changes. Oversees claims resolutions and enrollment and processing changes

Leads key benefit-related systems projects including benefits renewals, open enrollment, ACA compliance, and vendor/ benefit design transitions. Participates in system design, testing, and implementation

•

Serves as key member on the RFP team for all benefits contracts. Provides direction and management of all benefits-related vendor relationships as well as the Employee Health Centers

•

Oversees benefits-related data analysis and account reconciliation. Maintains medical and prescription claims data and monthly log of benefits-related invoices. Reviews vendor statements to ensure accuracy. Reviews benefits budget on a quarterly basis

Implements all new benefits plan design changes by coordinating with vendors, preparing communication materials, ensuring proper policies and procedures are in place, and educating employees and management. Oversees benefits-related communication and marketing plans

Monitors marketplace competitiveness and vendor performance on all plans, programs and services. Conducts annual re-evaluation of benefits programs for cost effectiveness and quality. Recommends new initiatives and programs to further organization’s goals and support cost containment

Ensures proper processes and procedures are in place to administer programs in compliance with applicable laws, regulations and policies. Maintains all reporting and compliance requirements. Recommends internal policy and procedural changes as needed

Creates and oversees team’s workflow and required tasks. Defines goals, communicates objectives and monitors team performance. Manages all onboarding activities, professional development, performance, discipline, work schedules, and timesheet approvals

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge and Experience

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Six years of experience in human resources administration, including at least two years of human resources management experience


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Licenses and Certifications


Knowledge, Skills and Abilities

•

Detailed knowledge of benefits administration and compliance in accordance with ACA, HIPAA, ERISA, IRS, and DOL regulations

•

Supervision skills with ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor

•

Knowledge of HRIS systems when testing system changes and new software releases to ensure accuracy as related to employee benefit programs

•

Ability to multi-task and manage priorities, be a self-starter, work well under pressure

•

Ability to deliver accurate, timely results and respond to frequent ad hoc requests

•

Ability to analyze large amounts of data to determine trends

•

Ability to handle confidential matters with discretion

•

Ability to manage and lead special projects

•

Ability to interact and communicate effectively with individuals at all levels of the organization with tact and diplomacy

•

Proficient in Microsoft Office (Word, Excel, Outlook)
