Primary Purpose

Ensures the citizens of and visitors to Wake County receive prompt, compassionate, clinically excellent emergency medical care and preventative services in a highly reliable, efficient, and professional manner with a specific focus on EMS system business operations including finance, accounting, human resource processes, contract management, and business office management.

 

Essential Functions

•

Manages department financial and budget operations to include administering contract processes, accounts payable, accounts receivable processes, and franchise/ordinance processes. Communicates with a variety of internal and external customers. Educates staff members about department processes. Monitors department performance and ensures strategic alignment.

Manages the department's Business Operations unit to include developing policies, procedures, and processes. Creates and monitors performance measures. Provides direct supervision of employees. Evaluates employee performance and conducts coaching and feedback sessions. Communicates with the public.

Contributes to EMS System decision making and works collaboratively with senior EMS and county staff to strategically align department and county initiatives.

•

Communicates with a variety of groups and individuals in both written and oral form. Prepares and presents reports/presentations to educate, promote, and inform about the EMS System and programs.

Develops relationships/partnerships and ensures strategic alignment while representing Wake County and the EMS System in a positive light. Acts as a liaison for EMS with other community members.

Responds to emergencies as a command staff member and responds to major events either in the field or as a member of the emergency operations center.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Emergency Medical Services, Business Administration or related field


Required Experience

•

Six years of experience in Emergency Medical Services including at least two years of supervisory experience


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Certification as Emergency Medical Technician-Paramedic


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Public Administration, Health Administration, Business Administration, Emergency Medical Services Management

Ability to develop written documents and reports and cater information to the sophistication of the audience.

•

Knowledge of accounting principles and practices and theories of accounting, auditing, budgeting or financial management and knowledge of trends and merging technologies/automation.
