Primary Purpose

Oversees the Public Health Preparedness and Emergency Response program and provides strategy direction for emergency and disaster preparedness efforts through planning, response, and training. Directly supervises program staff. Provides support services such as technical training and development; contracts and grants management; budget, human resources and other business management functions.

Provides program oversight, guidance, and feedback to program staff. Evaluates project and program performance through metrics, deliverables, and timelines.

Develops a coordinated public health response to significant public health related emergencies whether naturally occurring or a man-made event.

Recommends new approaches and innovative solutions to ensure continuous improvement and efficiencies within the Public Health Preparedness and Emergency Response (PHP & ER) Program.

•

Manages the PHP & ER training and exercise programs.

•

Evaluates the PHP & ER Program policies and processes. Contributes in the writing of grants and assurance of county/state and federal funding. Conducts compliance audits and recommends solutions to adhere to federal and state laws, regulations, and best practices.

•

Coordinates and meets with internal agency and county staff as well as with community leaders to develop processes for administration of projects and programs, including budgetary or fiscal administration functions. Advises and communicates with senior management.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Comprehensive knowledge of emergency preparedness policies and practices, managerial skills, and leadership experience.Emergency preparedness planning, training, and response knowledge

 Analytical skill required to oversee and organize the work of others, and to develop and administer sound policies, procedures, budgets, and multidisciplinary practices.

•

Demonstrate strong leadership and supervisory skills with ability to lead multi-disciplinary teams.

•

Excellent verbal and written communication skills with the ability to build relationships and prioritize, negotiate, and work with a variety of internal and external stakeholders

Excellent attention to detail, project and time management skills and the ability to manage multiple priorities.
