Primary Purpose

Manages all processes regarding procurement, management and distribution of EMS system equipment, uniforms, pharmaceutical stock and vehicles at the department level. Supervises logistics personnel and works closely with the other departments who share the same workspace. Responsible for DEA and OSHA compliance and record maintenance, as well as compliance with current federal, state and local guidelines and standards as it relates to EMS medication administration and personal protective equipment, including respiratory protection. Provides oversight to all facility related projects. Interacts and communicates with individuals and groups of individuals (within the EMS department, other departments/agencies, vendors, customers and the public) from all education levels, cultural backgrounds and belief structures. Acts with a high degree of courtesy, professionalism, and respect and always within the mission statement of, providing prompt, compassionate and clinically excellent care to the citizens of and visitors to Wake County. 

 

Essential Functions

Provides direct oversight of the management, inventory and distribution of all EMS equipment, pharmaceutical stock, supplies and uniforms. Manages the medical and equipment supply lines throughout the budget year. Establishes an on-going process of reviewing customer needs to minimize workload sharing with other divisions and response unit downtime due to supply or equipment issues. Maintains and develops procedures to project future needs of equipment, pharmaceutical stock, supplies and uniforms. Develops multi-year project timelines for replacement and maintenance intervals. Provides regular updates to EMS Administration regarding supply issues with medical equipment and pharmaceutical stock that have any potential impact on patient care and operations. Establishes and maintains dynamic relationships with stakeholders, including suppliers, logistics staff, EMS system managers, and line personnel, to achieve system goals in the most efficient manner. Coordinates with Special Operations Team Leaders on specialty equipment and supply procurement, storage and inventory management. Communicates in a respectful manner, through written, oral and/or visual means, with all individuals and groups of individuals, regardless of their age, gender, educational level, socioeconomic status, etc.

Supervises logistics personnel. Develops employee goals and performance measures. Establishes expectations and clear direction on how to implement and achieve those goals. Evaluates employee performance through direct observation and review of inventory control reports and other operational reports in accordance with established policies, procedures, protocols, and expectations. Provides necessary progressive discipline, including coaching and formal measures. Drafts employee evaluations. Plans and conducts effective meetings related to employee performance.

Serves as the subject matter expert and provides oversight of the inventory management system for maintaining and monitoring supply levels on EMS vehicles and at EMS stations. Monitors this system to ensure its utilization is maximized for inventory control as well as speed and efficiency of the order and delivery process. Recommends technology or application upgrades as needed.

Maintains oversight of the EMS Respiratory Protection Program, including fit testing and equipment, in compliance with current OSHA regulations. Acts as a resource to contract EMS agencies regarding standards and compliance with DEA and OSHA regulations. Maintains records regarding DEA and OSHA compliance. Establishes and maintains working relationships with regulatory officials and relevant vendors.

Provides direct oversight on the commissioning and decommissioning of all EMS vehicles, including all required certifications from NC OEMS. Develops periodic specifications for the procurement of vehicles. Manages all external vendors that support this task, including up fitters. Coordinates with County Staff, EMS Applied Technologies, and/or external vendors for fleetwide equipment upgrades or maintenance that requires fleet movement through the ESEC.  Coordinates with Fleet staff to ensure the regular maintenance and inventory of all vehicles and trailers, including all included equipment.

Researches, interprets and ensures compliance of federal, state, and local guidelines and standards regarding procurement, storage, maintenance, and distribution of pharmaceutical materials (including controlled substances) and personal protective equipment. Researches new medical equipment, pharmaceutical stock and personal protective equipment. Makes recommendations to EMS Administration regarding changes.

Functions effectively in a physically demanding, non-climate-controlled warehouse environment, requiring strength, flexibility and endurance. Operates in a safe and respectful manner equipment and vehicles such as forklifts, moving trailers, delivery trucks and large vehicles.

Provides oversight of all facility related projects at the Emergency Services Education Center (ESEC), in cooperation with Professional Development and Fire Services, as they relate to the operation of the facility. Acts as the liaison between Professional Development, Fire Services, and EMS Administration regarding any issues, upgrades, maintenance, or repair that will impact the facility or facility operations.

Operates an emergency vehicle in a safe and respectful manner in emergency mode (lights and sirens) and in non-emergency mode during all hours of the day and night, in all types of traffic and weather conditions. Maintains a NC Class B Non CDL operator’s license and achieves qualification to operate all vehicles.

Coordinates with Special Operations Team Leaders on specialty equipment and supply procurement, storage and inventory management. Provides on-call support for severe weather events and mass casualty incidents that require utilization of local, state and regional resources.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
