Primary Purpose

Ensures the citizens of and visitors to Wake County receive prompt, compassionate, clinically excellent emergency medical care and preventative services in a highly reliable, efficient, and professional manner with a focus on overall EMS system management and strategic alignment. Manages in an effective and efficient manner the day to day operations of a complex, innovative, and nationally recognized emergency medical services delivery system.

Manages the entire EMS System to include developing internal and external relationships; developing, evaluating, and implementing policies, procedures, and best practices; representing the EMS system at local, state, and national levels; developing, evaluating, and implementing performance measures; developing white papers, RFPS, and contracts; ensuring training, quality assurance, and compliance practices are maintained throughout the EMS system; establishing and maintaining cooperative management processes and working collaboratively with the Medical Director.

Ensures strategic alignment and provides strategic vision for the EMS system to include maintaining knowledge of industry trends; attending local, state, and federal meetings and conferences to stay current with emerging and best practices; and reviewing/evaluating journals and periodicals.

Manages the EMS department including direct and indirect employee supervision; implementing and maintaining and efficient and effective hiring and human capital programs; communicating with a diverse population of groups and individuals including staff, citizens, etc.; developing and maintaining annual operating and capital budgets.

Leads and contributes to EMS System decision making and works collaboratively with senior EMS and county staff to strategically align department and county initiatives.

Investigates complaints and system performance issues including collecting and analyzing data, conducting interviews, reviewing processes, and determining follow-up actions.

Responds to emergencies including field emergency response as a primary care provider, as a command member, and to observe system/provider performance. Responds to major events either in the field or as a member of the emergency operations center.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Requires advanced management and leadership knowledge to oversee diverse programs. Has master-level knowledge and skills within a specific technical or professional discipline with strong understanding of other areas within the Department or across the County.


Qualifications


Required Education

•

Bachelor's degree in Emergency Medical Services, Public Administration or related field


Required Experience

•

Seven years of experience in Emergency Medical Services, including at least three years of supervisory experience


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Eligible for a NC Paramedic certification and have the ability to achieve Wake County release to practice at the paramedic level


Qualification Equivalency

•

Equivalent education and experience are accepted
