Primary Purpose

Working a rotating 12 hour shift is required. Provides direct and indirect management, supervision and support of EMS day-to-day operations and field personnel. Responds to incidents in both operational and clinical roles.  Responds to high acuity calls and applies advanced knowledge, skills and competencies and when necessary to assist with patient care.  Provides leadership and scene management on major incidents. Gathers, assesses and transitions situational awareness into successful strategies and functional assignments. Develops Incident Action Plans. Identifies immediate system response needs and mitigates immediate response issues. Identifies and mitigates safety issues. Manages system resources and prioritizes tasks. Addresses issues with employees, partners and the general public, investigates complaints and unusual events. Compiles data, develops reports and presents reports to internal and external audiences. Interacts and communicates, in both verbal and written form, with individuals and groups of individuals (internal and external partners, subordinates, supervisors, and citizens) from all education levels, cultural backgrounds, belief structures, and states of health. Serves in a highly visible position within the community and, as such, the incumbent is required to act with a high degree of courtesy, professionalism, and respect and always with the best interest of the welfare of the patient and the public in mind.

Working a rotating 12 hour shift is required. Evaluates day-to-day operations and system performance through review of staffing schedule, CAD and other response information. Receives and interprets daily logs, e-mails, telephone calls and in-person requests related to system operational needs and/or vehicle, station, and equipment repair. Evaluates, develops, and prioritizes tasks for accomplishment during work shift. Collaborates with staff to  implement the necessary changes to support the needs of the system involving staffing, deployment, special operations, and personnel.

Establishes expectations and clear direction to meet goals and objectives of the EMS system with assigned employees. Motivates and engages these employees through effective communication. Interprets and enforces policies, protocols and work standards. Evaluates employee performance through direct observation and review of clinical and operational performance reports in accordance with established policies, procedures, protocols, and expectations. Drafts employee evaluations. Develops employee goals, then assists with the implementation and achievement of those goals and expectations. Recognizes and evaluates skills of potential and existing employees, as well as identifies how to acquire and/or further develop those skills. Provides necessary progressive discipline, including coaching and formal measures.  Coordinates investigations and act as a mediator. Plans and conducts effective meetings related to employee performance.

Operates an emergency vehicle in a safe and respectful manner in emergency mode (lights and sirens) and in non-emergency mode during all hours of the day and night, in all types of traffic and weather conditions. Maintains, cleanliness of equipment, vehicles and facilities, regularly inventories and restocks equipment and vehicles, decontaminates and disinfects equipment and vehicles after every patient encounter. Works effectively both as an individual and as a leader. Delivers prompt, compassionate, and clinically excellent patient care. Performs advanced life support skills utilizing liberal standing order protocols to guide patient care, often in the single responder role. Integrates with other emergency responders and provides advanced patient care (beyond the function of a regular paramedic) and on scene direction on the scene of high acuity calls. Provides clinical debriefs when required to other responders. Lifts and carries equipment, stretchers and patients to facilitate response to, treatment and transport of patients. Completes documentation through patient care reporting systems, electronic and paper-based logs, reporting software and databases. Maintains confidentiality and protects sensitive data at all times, in accordance with HIPAA laws, organizational and department policies and procedures. Functions effectively in a physically demanding environment, requiring strength, flexibility and endurance. Wears personal protective equipment such as turnout gear, chemical protective clothing and respiratory protection when needed.

Participates in the Field Training and Evaluation Program working closely with the Office of Professional Development.  Maintains routine communications with both FTOs and trainees in assigned district. Participates in interval evaluations.

Completes quality assurance and data entry as assigned by the Office of Medical Affairs. Attends and participates in meeting and planning session for various aspects of the APP program.

Participates in Continuing Medical Education, Clinical Continuous Quality Improvement, and other departmental programs, goals and objectives as directed by the supervisory staff or the Director.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

Associate's degree in Emergency Medical Services or related field


Required Experience

•

Five years of experience as a paramedic in the Wake County EMS System


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Certification as a North Carolina Emergency Medical Technician – Paramedic (EMTP)


Qualification Equivalency

•

Equivalent education and experience are accepted
