Primary Purpose

Provides direct oversight and administration of EMS department staffing and supports projects as needed. Directs and indirectly manages and supervises field personnel. Identifies system needs, mitigates immediate issues, and identifies and mitigates safety issues. Manages system resources, problem solves, and prioritizes tasks.  Use computer software and electronic databases. Creates and maintains reports and reviews written reports and policy documents. Interacts and communicates with individuals and groups of individuals, including internal and external partners, subordinates, supervisors, and citizens from all education levels, cultural backgrounds, belief structures, and health states. Acts with a high degree of courtesy, professionalism, and respect and always with the mission statement of prompt, compassionate, and clinically excellent care to the citizens of and visitors to Wake County in mind.

 

Essential Functions

Oversees, prepares, maintains, and coordinates the direct schedule of work for the EMS Department field personnel to include regular work assignments, scheduled special events and unforeseen events. Receives and interprets daily logs, e-mails, telephone calls and in-person requests related to system staffing needs. Evaluates, develops and prioritizes tasks related to system staffing needs and established scheduling priorities. Develops long-term scheduling plans. Identifies issues and either mitigates or coordinates a response to those issues. Maintains safe working conditions through evaluation of fatigue factors.

Provides direction and oversight of relationships with external partners who utilize Wake County as a clinical rider location. Evaluates availability and capacity, identifies and mitigates conflicts between operational requirements and rider contract requirements. Provides feedback both in written and verbal formats. Schedules riders and maintains software and databases related to the scheduling of riders.

Manages with relative autonomy and broad direction special situations such as but not limited to placement of personnel in the Field Training and Evaluation Program (FTEP), alternate work assignments and worker’s compensation. Analyzes and solves problems related to evaluating needs compared to capability and availability of personnel. Communicates with external and internal partners through written and verbal formats. Educates and provides direction to employees as well as internal and external partners. Solves multi-variate problems. Interprets and applies policies to situations and when needed recommends policy changes. Develops and maintains reports.

Develops and maintains policies and procedures as well as creates, maintains and presents data and reports related to the Flexible Scheduling Program. Evaluates employee performance and adherence to established policies, procedures and expectations as it relates to the Flexible Scheduling Program. Contributes to annual employee evaluations. Provides coaching for improvement and progressive discipline as needed related to employee performance.

Collects and analyzes data related to staffing and personnel usage. Creates and prepares weekly reports related to staffing and personnel usage. Projects staffing shortages and coordinates with internal and external partners through written and verbal communication.

Evaluates effectiveness of current staffing related policies and analyzes the impact of those policies on staffing. Develops and recommends alternative policies and procedures. Interprets policies and educates employees on current or proposed policies. Communicates with a diverse population of employees and external partners.

Communicates with software vendors and acts as a liaison between vendors and the department. Evaluates and recommend software packages and/or vendors for scheduling related needs. Provides input into RFP’s and direct implementation of scheduling related software packages.

Additional Responsibilities

Participates in required meetings and training.

Participates in various department specific committees regarding decisions on protocols, equipment, vehicles, uniforms, etc.

Participates in various community outreach and public education events.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Five years of scheduling experience in public safety or scheduling for an agency utilizing multiple rotating shifts


Required Licenses and Certifications

Valid Driver's License and "safe" driving record
