Primary Purpose

Provides support for training, continuing education, and re-credentialing for all providers within Wake County EMS. Provides management and support of training and education that will include direct delivery of education through traditional and non-traditional methods, evaluating program effectiveness, maintaining accurate records, analyzing data and research, participating in budget preparations, managing the Field Training and Evaluation Program, and supervising employees. Contributes to the management of Wake County EMS through task prioritization, employee supervision, mentoring, and remediation. Compiles data, develops reports, and presents reports to internal and external audiences. Interacts and communicates, in both verbal and written form, with individuals and groups of individuals (internal and external partners, subordinates, supervisors, and citizens) from all education levels, cultural backgrounds, belief structures, and states of health.  Acts with a high degree of courtesy, professionalism, and respect and always with the mission statement, prompt, compassionate and clinically excellent care to the residents of and visitors to Wake County.

 

 

Essential Functions

Reviews current educational needs for department and system partners, researches current medical trends, and analyzes credential standards. Coordinates education strategies for quality assurance with medical affairs. Researches, evaluates, develops and revises curricula, lesson plans and e-learning courses. Provides direct delivery and/or coordinates educational courses or material. Collects and analyzes post-course surveys for quality assurance. Maintains the learning management system, administrate software programs and data bases directly related to education and training.

Plans, creates and administers simulation education using high fidelity patient simulators. Collects data for performance metrics and shares best practice learned with EMS community. Maintains support equipment including AV and mannequins.

Participates in and manages the Field Training and Evaluation Program (FTEP). Maintains routine communication with both Field Training Officers (FTOs) and trainees and participates in interval evaluations. Develops employee goals, establishes expectations and clear direction on how to implement and achieve those goals. Evaluates employee performance through direct observation and review of clinical and operational performance reports in accordance with established policies, procedures, protocols, and expectations. Drafts employee evaluations. Provides necessary progressive discipline, including coaching and formal measures. Coordinates investigations and acts as a mediator. Plans and conducts effective meetings related to employee performance. Develops, evaluates, and implements Performance Improvement Plans for trainees when needed. Administrates software programs and databases directly related to the FTEP program.

Researches, analyzes, develops, and maintains ongoing management of programs directly related to professional development, continuing education, simulation and employee assessment. Performs continuous review of enhances knowledge of general statutes, standards of practice, and regulatory guidelines to maintain program compliance.  Communicates in both written and oral form with internal and external partners as well as stakeholders and program participants. Collects data and develops reports to show program effectiveness. Develops goals, milestones, and performance metrics related to individual programs.

Reviews state and national re-credentialing requirements and ensures compliance. Assists the EMS System's Teaching Institute affiliates with maintenance and compliance of records. Performs audits to verify documentation standards are met. Disseminates changes to national or state curricula to the EMS System's Teaching Institute affiliates.

Conducts assessment centers for new employees and for field staff promotions. Develops testing materials and requirements for new employees. Conducts Academy for new employees. Organizes and administers special professional development offerings. Provides oversight for joint community college and county partnerships for employees. Provides education for clinical internships with community college partners.

Understands scene management and the Incident Command System. Takes command of a scene and effectively operates within an Incident Command System. Directs the work of others in a collaborative and cooperative manner.

Operates an emergency vehicle in a safe and respectful manner in emergency mode (lights and sirens) and in non-emergency mode during all hours of the day and night, in all types of traffic and weather conditions. Maintains cleanliness of equipment, vehicles and facilities, regularly inventories and restocks equipment and vehicles, decontaminates and disinfects equipment and vehicles after every patient encounter. Works effectively both as an individual and as a leader. Delivers prompt, compassionate, and clinically excellent patient care. Performs advanced life support skills utilizing liberal standing order protocols to guide patient care, often in the single responder role. Integrates with other emergency responders and provides advanced patient care (beyond the function of a regular paramedic) and on scene direction on the scene of high acuity calls. Provides clinical debriefs when required to other responders. Lifts and carries equipment, stretchers and patients to facilitate response to treatment and transport of patients. Completes documentation through patient care reporting systems, electronic and paper-based logs, reporting software and databases. Maintains confidentiality and protects sensitive data at all times, in accordance with HIPAA laws, organizational and department policies and procedures. Functions effectively in a physically demanding environment, requiring strength, flexibility and endurance. Wears personal protective equipment such as turnout gear, chemical protective clothing and respiratory protection when needed.

Additional Responsibilities

•

Participates in required meetings and training.

•

Participates in various department specific committees regarding decisions on protocols, equipment, vehicles, uniforms, etc.

•

Assists Commander of Community Outreach and participates with public education and outreach efforts.

•

Staffs the Emergency Operations Center.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Associate's degree in Emergency Medical Services or related field


Required Experience

•

Five years of experience as a Paramedic, including two years of providing EMS related instruction


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Certification as a North Carolina Emergency Medical Technician – Paramedic (EMTP)

•

Current Instructor Credentials or instructional methodologies coursework


Qualification Equivalency
