Primary Purpose

Provide project management, senior level technical analysis, design, issue resolution, as well as input into policy governance for the enterprise content management (ECM) platform. This includes enterprise level maintenance of platform, evaluation and configuration of new Wake County divisions implementing the platform to ensure compatibility and system stability. Responsible for analysis of new content management and ECM related products and modules as required as well as conversion of existing systems to new applications.

Designs system - Assesses business requirements, evaluates current software / hardware configurations,  designs software, hardware and/or databases to meet requirements while maintaining current system functionality for existing system users. Leads the effort with Vendors, Business Units (new and existing), CSAs, and other IS resources to analyze requests from business Document Management Platform.  Assists users in understanding data, equipment, software, and/or networking requirements.  Manages system quality control, system integrity and security.

•

Provides technical and troubleshooting expertise for platform. Partners with Vendors, CSAs and Busniess Units for new system implementations, and /or software upgrades and system enhancements. Participates in monitoring of system performance to ensure  maximum functionality and efficiency. Develops and implements system backup and storage procedures, disaster recovery, and/or business continuity processes.  Troubleshoots hardware and software problems and recommends technology options for issue resolution.   Provides support for ongoing monitoring & tuning activities and initial installation/configuration/coding work.

Leads and paricipates in system / platform governance - ensures all business units are included in configuration requests and all complete testing as required. Provides input into the department’s business and strategic.

Manages enterprise platform budget and License aqusition to ensure maximum budget efficiencies. Monitors vendor contracts and project budgets for platform assigned projects. Plans and communicate budget changes to the various business divisions.

Research new technologies that enhance the ECM platform.

Position(s) may perform other duties in addition to the above as assigned by management.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Required Education

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field

Four years of experience in IT systems design and administration

Knowledge, Skills and Abilities

•

Proven experience providing support for vendor managed systems in a client/server environment to include managing the communications and testing for vendor releases, configuring system settings according to defined business rules and processes, managing test environment updates, assign and manage end user system security, assist with end user training, and participate in system implementation.

•

Ability to modify existing and/or create new documentation for ongoing application support attention to detail a must.

•

Ability to gain an understanding of system architecture and database configurations.

•

Must have excellent data analysis, troubleshooting, and debugging skills, including the ability to perform root cause analysis.

•

Manage set up and technical oversight / coordination / for the various Test / Development /Production Regions to include the use of integrated third - party tools for data at rest security.

•

Ability to respond to after-hours support calls.

•

Knowledge and management of system related software / hardware, to include interoperability, interfaces , scanners, signature pads, etc.

•

Excellent communication skills to clearly discuss and convey complex information technology concepts and terminology with a diverse group of end users, including County senior leadership, IT technical staff, non-technical staff, and vendors.

•

Ability to deliver high level of customer service by responding to inquiries and resolving issues in a timely manner.

•

Ability to collaborate with Security team to maintain security policies and protocol for the system.
