Primary Purpose

Provide technical and operational management of Wake County's public safety 800 MHz trunked radio system, paging systems and cellular mobile data platform. This includes providing day-to-day management, support and administrative direction for the platforms including installation/upgrades, daily maintenance, training, etc. Serve as the County's point of contact for all radio system issues and inquires from other Wake County and NC public safety agencies, our infrastructure partners (Town of Cary), WCPSS, RDU, Wake municipalities and the SHP. Work with national/local policy boards and users groups, including chairing the County's 800 MHz Operations Group.

 

Essential Functions

Provide technical and operational management of the 800 MHz radio system, paging systems and cellular mobile data platform. Perform or facilitate tasks such as: status monitoring, hardware reconfigurations, programming requests, system documentation and all upgrades and enhancements to supported platforms. Negotiate, implement, and monitor contracts and leases required for the operation of the platforms. Provide training and education resources and support for system users. Chair the County's 800 MHz Operations Group. Be on-call for off-hour support of supported platforms.

Lead and direct special projects as assigned. Examples include:

1)  Complete the phase II efforts to upgrade the 800 MHz system to P25. This includes assisting the IT Director with development and execution of updated ILA agreements with all radio system users.

2)  Lead the acquisition and implementation of the Alphanumeric Paging Infrastructure replacement

3)  Lead the acquisition and implementation of the Alphanumeric Pager replacement

4)  Perform an assessment of the AT&T and Verizon FirstNet offerings to determine if one of the platforms is viable alternative to the current mobile wireless data platform or the County’s current voice/data platform for County provided smartphones.

Manage the Public Safety Systems Team, overseeing County and vendor staff that support the  800 MHz radio system, paging systems and cellular mobile data platform.

Develop 800 MHz/paging system operating budget and annual 7-year CIP budget necessary for the operation, maintenance and upgrade of the platforms. Track expenditures throughout the year to ensure budgets are balanced. Work closely with the Director of Information Services in the development of the Information Services business plan, specifically is it relates to the supported platforms.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field


Required Experience

•

Four years of experience in public safety systems design and administration, including five years of supervisory experience

Knowledge, Skills and Abilities

•

Knowledge of 800 MHz trunked radio system administration and network connectivity principles, processes, protocols, and system security.

•

Knowledge of alphanumeric and tone/voice paging systems.

•

Demonstrated excellent customer service and communication skills in order to effectively carry out the above job functions with a diverse group of end users, including County senior leadership, public safety agency senior staff, IT technical staff, public officials, vendors and related industry experts.

•

Knowledge of the principles and practices of project management to achieve project objectives within established budgets and schedules.

•

Knowledge related to research and evaluation of new and emerging technologies to achieve business value realization.

•

Strong writing skills with experience preparing a variety of platform contracts, RFPs/RFIs, correspondences, and reports including board agenda items, reports and project recommendations.

•

Ability to act as a positive role model for staff and will demonstrate the ability to effectively communicate in both individual and group settings.

•

Ability to foster collaboration, motivate staff, further develop staff knowledge and strengthen employee performance.

•

Experience in managing vendor/Service Provider relationships.
