Primary Purpose

Manage the Information Services applications development teams and staff, including land systems and enterprise .Net development. Support Wake County's Windows/web applications, development processes and environment, including providing technical leadership and standards for the development of Windows and web based applications and services. Partner with the Applications Development Senior Manager in setting the technical direction, architecture and design management and collaboration platform environments. Design, develop, manage and troubleshoot application systems of medium to high complexity. Serve as a subject matter expert and resource for Information Services and the County related to applications development and support.

Manage work group team, coach and direct the activities of work group team members, encourage staff professional development and exploration of emerging technologies. Responsible for recruitment, interviewing and selection of new group members and contractors, development of individual work plans and training plans for group members. Responsible for the preparation of performance evaluations for group members.

Collaborate with the development senior manager, ensure a consistent methodology, skill set, and development approach when developing applications by prescribing the use of standard tools and frameworks.

Perform application development of .Net applications.

•

Maintain up-to-date and accurate documentation and support information for all applications and set and manage the future roadmap for all applications.

Conduct regular code reviews and establish code review processes for team members to participate in reviewing other team members code. Manage Azure DevOps team projects and permissions and implement appropriate policies

Position(s) may perform other duties in addition to the above as assigned by management.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Qualifications


Required Education

•

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field


Required Experience

•

Four years of experience in application design and development

Knowledge of the principles and practices of public administration, including, financial, fiscal, and personnel management, budgeting and supervision.

Must stay current in the research and evaluation of new and emerging technologies to achieve business value realization and an always current development environment

Must be skilled in estimation of development resources, negotiating with vendors, contractors, and others: including the development of statements of work for development services.

Demonstrated exceptional communications skills and ability to clearly document, discuss and convey complex information technology concepts and terminology with both technical and non-technical staff at all levels within and outside the County.
