Primary Purpose

Manage the Solutions Development Team responsible for the delivery of Enterprise Project Management services to the organization. This includes oversight of project management/delivery, business process analysis/re-engineering, change management services and training services. Duties also include management of the enterprise project and application portfolios. Staff oversight includes Project Managers, Business Analysts, Training and Change Management staff.

Manage the Solutions Development team, including coaching and directing the activities of team members, encouraging staff professional development and exploration of emerging technologies. Develop and facilitate individual work plans and training plans for team members. This positions is responsible for recruitment, interviewing and selection of new team members and contractors, and is responsible for the preparation of performance evaluations for team members. Position will also represent the team in various management and project meetings.

Manage key IT or business unit/organizational projects as assigned, providing guidance for efficient implementation of project goals, tasks and initiatives. Consult with IT management or department management on project scope, schedule, business process analysis and re-engineering options and solution options. Organize and schedule staff or project workflow in order to meet project objectives and schedule. Manage team resources or business unit staff for an assigned project. Oversee assigned project budgets.

Provide management of the County's enterprise project portfolio to track project scopes, priority, status, progress/accomplishments, resources, budget and risk. Provide management of the County's enterprise application portfolio tracking key attributes and data associated with the County's Infrastructure, Enterprise, Business Unit and Single-User applications. This position will prepare recommendations and strategies for project and staffing prioritization utilizing the portfolio management tool.

Manage the Solutions Development team operating budget and associated CIP project budgets. Consult with business units and key project stakeholders to refine CIP/operating project budgets.

Position(s) may perform other duties in addition to the above as assigned by management.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field

Four years of experience in administration of electronic infrastructures
