Primary Purpose

Responsible for the development, implementation and administration of an enterprise data management program for Wake County. In this role, this position will oversee everything related to the County's data: strategy, maintenance, policy and stewardship. This includes oversight of all enterprise analytics, decision making affecting analytics, directing analytics processes, and using analytics to drive innovation and organizational objectives. This position will also foster value creation from the use of the organization's data assets. Additional authorities include value creation through data exploitation, envisioning data-enabled strategies as well as enabling all forms of business outcomes through analytics, data and analytics governance, and enterprise data management policy.

Aligned with the Board of Commissioners' strategic goals and initiatives and the organization's business strategy and outcomes, establish an enterprise data management program vision that fosters a culture that treats data as an enterprise asset.

Be the organizational leader of data insights that help drive strategic and tactical business opportunity, and be a champion for a data-driven, decision-making culture.This includes working to educate and build trust with business unit executives, senior leaders and peers about the role that data and information play in overall business success.

Develop and lead regulatory and compliance programs related to data and analytics assets, including the development and implementation of policies, procedures, and standards regarding data management, data accountability, data quality, privacy, and ethics.

Organize and lead an enterprise data and analytics center of excellence. Define member responsibilities and accountabilities for both. Define and standardize job roles and skills, recruit candidates and then manage directly or indirectly a team of data and analytics professionals in business units across the organization.

Serve on the Information Services (IS) leadership team and provide input into the department's strategic planning efforts, annual business plan update and organizational design. Manage the Enterprise Data Management team and associated operating and CIP budgets.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Business Administration, Computer Science, Data Science, Information Science or related field


Required Experience

•

Six years of experience in management leading data science, data engineering, technical, or operational teams - recently at or near the executive level including at least two years of supervisory experience

Equivalent education and experience are accepted

Demonstrated hands-on leadership skills; proven record of directly or indirectly managing data analytics teams within a large, complex organization.

•

Proven data literacy - the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and data analytics professionals.

•

Proven and successful experience in a consulting role for senior business leadership and executives.

•

Outstanding analytical and problem-solving abilities.

•

Ability to effectively drive business, culture and technology change in a dynamic and complex operating environment.

•

Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.

•

Demonstrated knowledge of government business processes and resultant data management needs, including risk and regulatory factors relating to data management.

•

Experience developing a framework for data management and analytics governance; experience

in strategic technology planning and execution, and policy development and maintenance.

 

•

Demonstrated knowledge of data structure desired, but not essential; information systems/tools, and related software and data management; and enterprise content management in a complex organizational environment.

•

Broad experience desired, but not essential, in multiple domain areas, such as data warehousing, business intelligence, data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, data standards, regulatory compliance, and enterprise architecture frameworks.
