Primary Purpose

Serves as the key advisor / strategist to County Management and the Board of Commissioners on all matters of innovation, technology.

 

Safeguards the County's technology resources, assets, systems, and data through a comprehensive information security program. 

 

Leads efforts aimed at the application of best practices and technology in order to achieve the business goals of Wake County and to be a catalyst for process improvement and innovation across the organization and throughout the community.

Has direct responsibility for managing and providing strategic leadership and oversight to the IS department

Provides direction, leadership and oversight to the Information Services departmental projects, policies, initiatives and personnel. Fosters a culture that supports the department’s mission, vision, goal’s and values. Leads the development, implementation and management of the department's annual operating budget, business plan and the Enterprise Infrastructure, Computer Equipment and Major Project elements of Community Improvement Plan (CIP). Provides leadership and direction in the department's service provision to ensure effective practices including communication, project management and customer service.

Aligns technology strategy and architecture with the organization’s business goals and service issues. Works collaboratively with County departments to identify and evaluate technologies that may improve their efficiency and effectiveness while securely managing the organization’s information. Serves as a senior advisor for all issues relevant to the use and implementation of technology. Collaborates with the CIIO and Innovation/Solutions Development Director to identify transformative and/or digital technology solutions and services to be transitioned to permanent adoption as a core IT service.

Manages and support enterprise initiatives that provide a foundation for the County’s business operations. Current examples include:

 â€¢ Directs the development and execution of an organization-wide information security program that protects the confidentiality, integrity and availability of the County’s information data and infrastructure.

ʉۢ Directs the development and execution of an enterprise data management program that fosters value creation through data exploitation, and enables business outcomes through the strategic use of the County's data assets.

ʉۢ Oversees the modernization of critical public safety platforms including the 800 MHz radio system.

 

Explores opportunities for collaboration with community and partner agencies and organizations. Establishes and maintains working association with peers in state, local and public agencies. Serves on local, regional, state and nationwide boards and workgroups (e.g. NCLGISA, APCO, Digital Government Summit) focused on technology issues and information sharing.

Additional Responsibilities

•

Serves as a member of the County Manager’s Executive and actively participates and leads special projects as assigned. Serves as a facilitator for issues, goals, strategies. Builds partnerships with internal and external agencies, groups and stakeholders


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field.


Required Experience

•

Eight years of experience in information services, including at least four years of supervisory experience
