Primary Purpose

Manages a technically diverse workgroup of IT/GIS staff and serves as a member of the GIS Leadership Team in order to carry out the mission, vision, goals, and services of the GIS division. Interacts and engages with various GIS stakeholders to maintain the integrity of the GIS platform, support the citizens of Wake County and inform geography-based, data-driven decisions.

Administration & Management:  Manages team members and project teams, ensuring performance management, professional development, and successful GIS operations. Participates in Leadership Team activities including but not limited to: strategic and tactical planning, budget preparation, vendor, contract and expense management, and performance measurement/monitoring/reporting.

Platform Technical Architect: Develops short and long-range planning activities for the platform. Manages the team that provides Enterprise GIS Infrastructure, Data and Applications to the Organization, partners, and the public. Manages a robust GIS server implementation in support of applications, GIS analytics, and field data collection applications. Oversees maintenance, stability, and support of the platform, in alignment with Information Services' best practices. Serves as a technical advisor and liaison to full development life cycle tasks and/or projects related to the platform. Maintain portfolios related to GIS applications and projects.

Geographic Data Management: Initiates and advises the GIS Data Governance, Stewardship, and automated Data Controls for Enterprise GIS data. Provides leadership for GIS policies and practices, including Quality Control practices. Leads the team that advises the Organization regarding GIS Business System Integrations, ETL Portfolio, and a mature set of centralized Enterprise Geodatabases. Advises and leads exploration of expanding the GIS data portfolio to include emerging technologies.

Customer Service: Manages a team that provides support and access to geospatial information via web services and applications. Responds to complex customer requests, troubleshoot problems, and resolve complex issues in a timely and professional manner.  Encourages creation of GIS knowledge base and FAQ web resources to empower teams to provide GIS application and data support.

Consultative Special Projects & Support: Leads and/or participates in inter/intra departmental project teams as well as regional and interagency collaborations. Advises project execution, using best practice project management methodology. Provides technical direction and consultation to business unit management and staff, to introduce improved efficiencies and effectiveness in order to achieve the business strategies and goals of the department. Advises project leads on full development cycle including but not limited to: requirements gathering, business analysis, design, development, testing, training, and maintenance.

Intra/Intergovernmental Relations: Partners with county departments, local, state, or national governmental entities and stakeholders, to participate in governance groups, committees and initiatives that support and contribute to the advancement of Wake County GIS operations.

Training & Professional Development: Follows GIS and IT standards, policies, and procedures in the management of the GIS platform. Enhances personal proficiency and knowledge of GIS, county information systems, and related technologies. Stays current with GIS industry trends/expertise and explores ways to effectively apply knowledge, skills and abilities to the work of Wake County government.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Computer Science, Geographic Information Systems or related field


Required Experience

•

Four years of geographic information systems, including management experience in information systems


Qualification Equivalency

•

Equivalent education and experience are accepted
