Primary Purpose

Serve as the County's liaison and representative in operational and technical matters related to the 9-1-1 technology systems utilized by the Raleigh-Wake County Emergency Communications Center (RWECC) Holly Springs Police and Wake County Sheriff's Office Communications Centers. This position works closely with Wake County public safety agencies and the City of Raleigh ECC to ensure that these systems meet the County's current and ongoing needs.

 

Essential Functions

Serve as liaison to the RWECC for the ongoing operation of the 9-1-1 technology systems (CAD, Locution, RMS data feeds, PulsePoint, Deccan, ESN routing, hosted CPE/ESInet, etc.), ensuring these systems are configured to meet the needs of Wake County public safety agencies. Analyze and document Wake County public safety agency end user issues and coordinate resolution with the RWECC. Consult with and advise Wake County public safety agencies on the utilization of 9-1-1 technology systems functionality to improve business processes.

Lead and direct special projects as assigned. Examples include:

a)  Serve as co-project manager tasked with completing the implementation of the CAD platform and phase 2 tools such as Deccan and PulsePoint utilized by the RWECC. This includes final project closeout and final City of Raleigh billing.

b)  Lead the effort to develop an updated 9-1-1 technology systems interlocal agreements (ILA) to be executed between CoR/RWECC and CAD system users.

c)  Working with Wake and City of Raleigh legal, amend the Wake/CoR ILA regarding the procurement, funding, and ownership of the 9-1-1 technology systems to allow for maximum 911 Board PSAP funding reimbursement.

Working with County and City stakeholders, develop the County portion of the 9-1-1 technology systems business plan and annual operating/capital budget requests necessary for the operation, maintenance and upgrade of the platforms. Ensure the internal/municipal budget charge backs are processed as appropriate throughout the year. Track expenditures throughout the year to ensure the County portion of the 9-1-1 technology systems operating budget is balanced. Investigate funding options for the County portion of the 9-1-1 technology systems operating/capital budgets such as 911 Board PSAP funding or other grant opportunities.

Negotiate, implement, and monitor County managed vendor contracts and leases required for the operation/maintenance of the 9-1-1 technology systems. Manage CAD/Mobile licensing for County and municipal users.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Computer Science, Information Systems, Computer Engineering or related field


Required Experience

•

Five years of experience in public safety systems design and administration


Qualification Equivalency

•

Equivalent education and experience are accepted
