Primary Purpose

Collaborates with senior leadership, department business leaders, and frontline staff to analyze underlying business problems, develop approaches, identify service delivery and technology solutions, and accomplish measurable business process improvements. Facilitates and leads complex process design and improvement projects pertaining to the Board of Commissioner goals and department business plans. Develops and leads training, coaching, and engagement initiatives to build organizational capacity and innovation. Serves as part of a multidisciplinary team that seamlessly transitions roles and responsibilities. Values learning and discovering new techniques to lead innovation, design, and service delivery.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in public administration, business management, design studies, behavioral economics, or related field


Required Experience

•

Four years of professional, full-time experience in service design and improvement, project management, program management, or team facilitation


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Public Administration, Public Policy, or a related field

Knowledge, Skills and Abilities

Knowledge of business planning, evaluation, and analysis

•

Understanding of business process and service design, including user experiences, behaviors, human factors, preference studies, and business assessments

•

Knowledge of project management methodology and tools, including identifying deliverables, engaging stakeholders, scheduling, estimating financial and staff time commitments, reporting, and issue resolution

•

Understanding of local government budgeting and financial policies, including grant management, procurement, and contracting

•

Advanced collaboration and interpersonal skills; ability to communicate effectively, build consensus and promote the exchange of information among project team members

Critical thinking skills; demonstrated through troubleshooting and offers multiple solutions to problem-solving
