Essential Functions | | | Priority | % Time | • | Manages the County’s insurance program, including work with County departments, third-party insurance brokers, and carriers to identify insurable risks, implement policies, and resolve issues across all insurance lines. Prepares and submits data for insurance renewals, assuring receipt of binders, policies, and endorsements, premium payments, and workers’ compensation audits. | 1 | 15% | • | Leads the insurance-focused contract review process, identifies operational and contractual risks of vendor services and advises County staff on the risks and available options to transfer risks. Establishes insurance requirements and work with the Risk Manager to determine how to mitigate exposures through review of contractual language, including vendor certificates of insurance. | 2 | 15% | • | Serves as non-systems administrator of County’s claims reporting and management system, ensuring the integrity of data through validation and regular reconciliation of the County’s risk management system, financial management system, and the third-party claims administrator’s system. | 3 | 15% | • | Prepares and monitors the annual budget for the County's risk management division. | 4 | 15% | • | Allocates claims expenditures to departments monthly through processing chargeback entries. | 5 | 10% | • | Prepares and distributes quarterly loss reports for County leadership, Risk Team members, and other County staff. Works with departments on specialized reports as needed. | 6 | 10% | • | Manages actuarial review of the County’s self-insurance program, including development, preparation, and submission of data to the actuary consultant. | 7 | 10% | • | Administers the County’s driver eligibility process, including MVR collection and processing and monitoring DMV notifications. Works with the Risk Manager on issues of eligibility, revocations, and reinstatements. | 8 | 5% | • | Monitors compliance with CMS Section 111 Medicare reporting for liability claims and complete annual recertification. | 9 | 5% | | | | | | | |
