Primary Purpose

The Parks, Recreation and Open Space (PROS) Director is responsible for leading, planning, organizing, maintaining, and directing the facilities and services of the Parks, Recreation and Open Space Division, including the planning, design, acquisition, construction, and maintenance of county park facilities and open space sites. The Director is the highest authority in the Division and is responsible for developing and implementing policies, procedures, and practices to accomplish the goals and objectives of the Division.  Responsibilities include: overseeing the preparation of the Division budget, and monitoring related expenditures; directing and evaluating the work of administrative subordinates; serving as an advisor to the public, the Community Services Director, County Manager, and the County Board of Commissioners on PROS activities and issues; and acting as a technical advisor for the Open Space and Parks Advisory Committee (OSAPAC), a citizen advisory board.

Long Range and Strategic Planning – Lead, plan, organize, and direct the facilities and services of the Parks, Recreation and Open Space (PROS) Division, including the planning, design, acquisition, and construction of county park facilities and open space sites.  Planning and implementation require collaboration with both the Financial and Budget staff, as well as those in Facilities Design and Construction and General Services Administration.

Operations - Develop and implement policies, procedures and practices to accomplish the goals and objectives of the Division, including those focused internally on staff and facility operations and those focused externally on collaborations and partnerships.

Board and Partner Administration – Work with the Board of Commissioners to implement their goals related to parks, recreation and open space services.  Provide staff support to the Open Space and Parks Advisory Committee.

•

CIP and Budget Administration – Develop short range funding strategies for PROS including the annual operating budget.  Develop long range funding strategies for PROS including seven year CIP budgets, bond campaigns and external partnership opportunities including roles where the County is grantee and grantor.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Master's degree in Public Administration, Business Administration or related field


Required Experience

•

Six years of experience as a director, manager or supervisor in  parks, recreation and/or open space management or related field including at least two years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Parks, Recreation and Tourism Management or Natural Resource Management
