Primary Purpose

Provides direction, supervision, and oversight to the Child Welfare Division. Leads the division for the prevention of abuse, assessment of abuse, neglect, and dependency. Develops plans to keep children safe who come in our custody or who are served through in-home services. Ensures that children achieve stability through placement services and/or adoption.

 

Ensures the division works closely with families to provide strength-based services and are involved in their plans and services. Works to ensure the division has involvement and collaboration with internal/external partners to ensure that families and/or caregivers and children receive services that increase their safety and well-being. Ensures that children aging out of Foster Care receive intentional and timely services designed to increase their ability to succeed as adults.

Management and Supervision:

Ensures adherence to all local, state, and federal policies. Oversees recruitment, training, and onboarding of social workers, supervisors, program managers, and assistant directors. Facilitates Child Welfare Leadership Team meetings to ensure consistency of practice, dissemination of new information, and ongoing support to each team (Prevention, CPS, FC, and Adoption). Ensures that all personnel have access and complete all mandated trainings. Ensures that all units understand the expectations the agency, state and federal regulations, and standards. Ensures a system is in place to ensure oversight and continuous learning. Provides direct supervision and support to Assistant. Directors. Collaborates with managers with all disciplinary proceedings to ensure that county policies are adhered to and that staff members feel supported in their roles. Works with state partners to meet the stated goals of Child Welfare and to improve in areas cited through monitoring. Works with internal and external partners to ensure that state and federal guidelines are communicated and that any impact to work flows are discussed.

Quality, Innovation, and Partnerships:

Manages and oversees CQI operations including mandated, specialized, and targeted training, Child and Family Team Facilitations, Monitoring, Results, and Improvement Plans, Plan resolutions of errors and/or problem areas cited through internal and/or external monitoring, and responsiveness to identified request for training coming from the varied units. Initiates and implements improvements to practices in all units based on best practices, data, and information gathering. Ensures collaboration and partnerships are consistent and lead to better outcomes for children and families. Ensures continued partnership with Public Health to ensure the health and wellness of children in our care and families served. Seeks out opportunities to improve services through partnerships including: Sheriff's Office and Raleigh Police Department, courts, Guardian Ad Litem, Hope Center, Safe Spaces, Family Resource Center, and Alliance. Seeks opportunities to collaborate with Federal partners and/or professional leaders in Child Welfare to improve services and practice. Partner with the Faith Community, Live, Well, Wake Vulnerable Populations, and all regional centers to improve access to and support to children and families served in a manner that respects their culture and diversity. Encourages and ensures that all staff members and partners work together to improve unity and cultural awareness.  Continues to ensure community and internal support in Child Fatality Prevention Team/Community Child Protection Team (CFPT/CCPT) meetings, annual reports, and recommendations.

Manages Federal, State, and Local Funds:

Manages and oversees all federal, state, and local allocations. Works with state representatives and the Wake County Child Welfare Division to ensure that staff members report their time in a manner that follows all state and federal rules. Participates in all local and/or state financial audits to ensure compliance. Responds to all identified errors through written program improvement plans. Ensures that all allocations are utilized. Advocates for human and/or financial resources needed to ensure the goals of the agency. Manages grants and apply for external funding in a manner that complies to all guidelines. Manages contracts for services to ensure that the organization is acting in a fiscally responsible manner and that deliverables are met.

Represent Child Welfare in State and County Meetings:

Represents Wake County Human Services Child Welfare Division in state meetings, professional conferences, and in external and internal meetings related to Child Welfare. Gives presentations in the community as requested by partner agencies. Work with all units as they plan for and implement annual community events related to Child Welfare. Works with the county communications team with regard to media needs and/or media requests. Works with Human Resources, Legal, and other county partners to ensure that communication is ongoing and responsive. Responds to any customer complaints in a timely manner. Seeks input from partners on a regular basis and respond to cited needs. Participates in Social Services Committee meetings, Wake County Human Services Board meetings, Senior Leadership Team meetings, Monthly Regional Center meetings, and other meetings as requested. Ensures accessibility to staff members at all levels. Ensures that leaders and managers are clear on their roles and expectations.

Additional Responsibilities

•

Participates in Child and Family Team meetings as needed    

•

Addresses legal issues, such as child abuse and discipline, assists with hearings and provides testimony to inform of custody arrangements.                                         

•

Acts as a subject matter expert on the relationship between County Child Welfare and other child and youth serving systems.  Â Â Â Â Â Â Â Â Â Â Â Â Â

Prepares monthly reports on services, and reports as requested by the Deputy Director, Human Services Director, or County Manager.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
