Primary Purpose

Assists in implementing programs and projects furthering neighborhood improvements, affordable housing development and economic self-sufficiency. Integral to reviewing and strengthening the financial underwriting of existing Housing Affordability and Community Revitalization programs. Leads programs from the adopted 20-year, Comprehensive Affordable Housing Plan such as the Affordable Housing Development Program, the Acquisition and Preservation Fund, and the Affordable Homeownership Program.

Utilize strong underwriting skills and significant knowledge of affordable housing development activities to assist in the management and monitoring of Federal grant and County funded programs which aim to increase and preserve of affordable housing

Under general direction, provides management and financial expertise for programs such as the Affordable Homeownership Program, Affordable Housing Development Program, and the Acquisition & Preservation Fund. Maintains policies and procedures for programmatic operations. Ensures federal, state and local compliance. Coordinates with Division staff to ensure timely and accurate transaction closings.

Provides oversight and coordination to consultants, partner agencies, and developers to evaluate, design and implement programs. Reports data and statistics. Utilizes knowledge and data to educate and recruit developers, investors and partners.

Position(s) may perform other duties in addition to the above as assigned by management.

Performs other tasks as assigned by supervisor.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

•

5 Years

Affordable housing development project financing, valuation, loan administration, real estate, and/or underwriting. Familiarity working in or with the multifamily mortgage industry or financial institutions.

Detailed understanding of various housing financing strategies and grant compliance

Significant experience with affordable housing development finance, lending and underwriting

•

Excellent speaking, listening and written communication skills, ability to negotiate complex financial transactions and facilitate the implementation of new programs

Demonstrated successful ability to participate in a multidisciplinary team with willingness to examine relevant viewpoints and explores alternative approaches

•

Critical problem solving and analytical thinking skills to identify program needs and propose viable solutions

Ability to provide project management and oversight for consultants and partners to evaluate, design and launch programs

Possesses the ability to manage a number of priorities simultaneously, as well as establish and meet deadlines

•
