Primary Purpose

Performs professional and skilled technical work to support U.S. Department of Housing and Urban Development (HUD) entitlement grants and programs. Coordinates project and program execution through effective communication, research, marketing, evaluation, project management and monitoring. Implements and updates policies and procedures to administer programs in compliance with local, state, and federal regulations. Is responsible for programs which support the increase and preservation of affordable housing, as well as efforts to revitalize neighborhoods and supports low-and-moderate income communities.

 

Essential Functions

Assists with or leads drafting, managing and evaluating calls for projects, Memorandums of Agreements (MOA), Memorandum of Understanding (MOU) or Requests for Proposals (RFPS). Assist with or administer the creation, processing, and monitoring of division applications, contracts, loans, project or service agreements, and grants. Uses project management strategies to ensure outcomes are achieved timely and accurately, including developing, implementing, and maintaining databases to monitor project information, including financial data.

Evaluate and update internal policies and procedures for loans, contracts and grants management and initiate improvements, adhering to legal mandates and policy requirements set by local, state and federal (HUD) regulations. Interprets federal, state, and local guidelines to determine household or project eligibility for division programs.

Maintains continuous contact with internal and external stakeholders, including residents, businesses, civic organizations, governmental agencies, and other County departments. Performs site visits, provides technical assistance, and responds to complaints. Compose, compile, prepare, review and publicly present various reports and documents of findings and results.

Assist in community engagement, research, and reporting for Annual Action Plan Activities, and other required reports which determine Division priorities through data analysis and assessment of community need. Support advocacy and education to further housing affordability and community revitalization strategies.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

•

Bachelor's degree in Business, Economics, Community Development, Urban Planning, Public Administration or related field.

Three years of job-related experience.

Knowledge, Skills and Abilities

•

Significant experience with HUD entitlement administration and compliance for community development programs

•

Ability to take prompt action to accomplish objectives. Ability to take action to achieve goals beyond what is required. Ability to be proactive.

•

Knowledge of appropriate policies and procedures for HUD entitlement program monitoring and completion to include activity set-up, documentation, reporting, timeliness, monitoring and closeouts. May require knowledge of grant and loan administration including variable payments, amortization schedules, bankruptcy, and foreclosure.

•

Excellent speaking, listening and written communication skills, ability to build solid cross-functional relationships internally and externally to identify and maintain partnerships and research best practices

•

Demonstrated successful ability to participate in a multidisciplinary team with willingness to examine relevant viewpoints and explores alternative approaches

•

Ability to coordinate effectively with department and County staff on multiple projects including excellent organizational skills with the ability to prioritize responsibilities and meet deadlines

•

Provides excellent customer service in all interactions, including the ability to make decisions without regard to that personal prejudices, biases, and experiences

Ability to convey information clearly and concisely either verbally or in writing to ensure understanding of the information and the message. Ability to listen and respond appropriately to others.
