Primary Purpose

Manages eligibility, electronic food benefits issuance, and the vendor management components of the Supplemental Nutrition Program for Women, Infants, and Children (WIC).  Ensures program integrity through which $12 million dollars in electronic food benefits are issued annually. Interprets program policies and procedures for other professional staff when unusual problems arise concerning any aspect of eligibility, eWIC cards and electronic food benefits issuance, or vendor management. Assists the WIC Program Section Manager with completing reports, audits, and managing daily operations.

Hires, coaches, mentors, supervises and evaluates Administrative Supervisors and Vendor Coordinators and oversees performance of all WIC Client Coordinators. Provides direction and feedback to supervisory staff regarding program operations.

Contributes to business planning and programmatic decisions along with the WIC Program Manager and Leadership Team.

Ensures Program integrity by conducting authorized Crossroads user audits, investigating and resolving over issuance, unmatched redemption reports, and vendor complaints.

Conducts quality assurance audits to meet all requirements as defined by the North Carolina WIC Program Manual

Interprets rules and regulations for internal and external staff and community partners needed.  Interprets Program's policies and procedures for participants or others regarding issues related to eWIC cards and electronic food benefits issuance, including repayment of misused funds.

Additional Responsibilities

•

Serves as administrator for all WIC program staff with access to the NCID system and the Crossroads system. 


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Services, Health or related field


Required Experience

•

Three years of experience in human services, preferably in the area of employment

Equivalent education and experience are accepted

Four-year Bachelor’s degree in Human Services, Health or related field or equivalent
