Primary Purpose

The purpose of this position is to provide leadership and guidance to program managers and staff responsible for the delivery of services for those programs and projects assigned to the Equitable Housing and Community Development (EHCD) Division. 

 

 

Essential Functions

•

Works under the supervision of the HACR Deputy Director, receiving general direction, guidance, and approvals.  Exercises direct supervisory control over EHCD Division staff.  Routinely reports Division project status.

•

Manages EHCD activities that provide affordable housing development and related grant compliance activities.  Assures compliance with all federal, state, and local regulations.  Assigns work to, monitors and supports EHCD Division staff.

•

Directs the EHCD Division planning process and develops and participates in strategic planning, budget requests and expenditure monitoring. Evaluates program effectiveness, makes recommendations regarding prioritization of issues and objects, creates community resources and integrates services and partnerships.

•

 Provides direction and assistance in EHCD Division staff personnel matters. Participates in regular conferences and establishes goals and objectives for programs and staff.

•

Addresses EHCD Division program specific issues with community partners.  At the direction of the Department Director, serves as the department representative on boards and commissions at the local, state and national levels. Provides information to the public regarding EHCD Division programs, public concerns and services.

Substantial participation in Consolidated Plan process, activity reporting, and other related functions.

Supports and works collaboratively with other HACR Divisions and staff.  Participates in Leadership Team.   Performs other duties as assigned.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Services, Health or related field


Required Experience

•

Six years of housing affordability development and administration experience including at least two years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Bachelor's Degree

Real estate finance, public administration, business, construction, planning or related field.

 


Preferred Licenses and Certifications


Knowledge, Skills and Abilities

•

Ability to communicate specific issues and/or general policies, business related negotiations, and project related communications

 

•

Ability to interact with others outside of the department exercising sound judgement and discretion, particularly when communicating with elected officials, departmental directors and executive management staff both inside and outside of the County while observing standard Department/County protocols

•

Ability to communicate and make presentations with regard to EHCD Division work products, projects and functions, including to the Board of County Commission regarding Division projects

•

Ability to develop division budget with Business Manager for Department Director’s approval. Reviews and recommends approval of expenditures of budgeted funds for the division

•

Ability to develop innovative approaches to create housing opportunities serving a range of income levels
