Primary Purpose

Oversees and manages multiple digital related forensic units or disciplines and the evidence control function within the CCBI Crime Laboratory including the Computer Systems Administrator, the Digital Evidence Unit, the Forensic Photographic Services Unit and the Evidence Control Unit. Coordinates and manages daily work schedules, unit on-call availability and training opportunities. Ensures fiscal responsibility, researches equipment and supply needs, assists in the development and updates of performance benchmarks, reviews all personnel actions to include employment applications, salary increases, and disciplinary actions. Drafts and suggests new policy/procedure changes or identifies the need to modify established policy/procedures to ensure unit operations maintain consistency with agency and crime laboratory goals. Works closely and continually with staff/supervisors assigned to Crime Laboratory unit(s). Maintains proficiency and current knowledge in laws and legal rulings and keeps abreast of continuous scientific advancements in the forensic arena by regularly reviewing and researching forensic science journals and publications. Ensures staff competency and efficiency by locating appropriate and advanced training seminars and classes. Reviews work performance and develops annual budget for all materials, equipment and manpower needs projected. Investigates technical problems and develops corrective actions. Performs technical reviews and final approval of analyses and reports issued by forensic staff in each unit. Evaluates courtroom testimony and provides feedback. Coordinates and/or oversees the training of new staff. Coordinates staff proficiency training, attends conferences and participates in professional organizations.

Assists the Computer System Administrator with development, implementation and maintenance of the LIMS system. Customizes system features to meet agency needs. Ensures staff training for proficiency. Develops budget for maintenance and future needs regarding the LIMS system.

Supervises staff of the Digital Evidence unit, the Computer Systems Administrator, the Forensic Photography Unit and the Evidence Receiving Unit. Evaluates and conducts annual performance reviews. Coordinates staff development and addresses performance issues.

Establishes and maintains unit operations and service expectations. Ensures procedures and practices promote the efficient delivery of services in alignment with agency goals. Ensures resources are utilized efficiently within units of responsibility.

•

Serves as a liaison with external customers and vendors and proposes and coordinates policy/procedure additions or modifications. Establishes staff expectations and performance benchmarks within units.

•

Identifies, anticipates and/or requests budgetary needs within supervised units. Makes and/or reviews purchases.  Advocates for necessary expansions or capital improvement projects. Makes purchases necessary for daily operations within units.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Criminal Justice, Natural/Forensic Science or related field


Required Experience

•

Three years of experience in the management or administration of crime laboratory disciplines


Qualification Equivalency

•

Equivalent education and experience are accepted
