Primary Purpose

Leads efforts aimed at the efficient and effective management of the County's fiscal resources through sound policies and procedures, appropriate internal controls, compliance with federal and state regulations, and debt and risk management best practices.  Ensures accurate reporting of the County's financial condition.  Collaborates with all levels of the organization to identify, develop and implement activities that ensure fiscal stewardship in support of service delivery.  Champions the use of best practices, process re-engineering, data analysis and use of technology in all financial and accounting activities.  Oversees the streamlined operations of the Finance Department to ensure that they align with the business objectives of the organization.

Provide executive direction, leadership and oversight of department projects, initiatives and personnel.

Implement organizational changes to strengthen operations, guide staff priorities and work goals, administer the annual evaluation process, and address personnel matters.

Provide idea collaboration and executive direction for the County’s debt management program, in accordance with maintaining the County’s AAA bond ratings.

Helps establish and implement initiatives related to the effective and efficient management of financial components of the County's ERP and ancillary support systems.

Manage the department's participation in the County's Risk Management Team, including annual insurance policies, motor vehicle records, and contractual risk management.

Lead the development, implementation, and administration of County financial policies, procedures, and business processes that guide, monitor, and record financial transactions.

Lead the development, implementation, and management of the department's annual operating budget and business plan.

Participate in setting policy direction for County operations and organization-wide budget development.

Develop, prepare and present financial materials to County leadership, incorporating key business insight and communicating recommendations to achieve current and future goals.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Serve on County's eWake leadership team.

•

Serve as Finance staff lead on County's internal Property Tax Committee.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor’s degree in Finance, Accounting, or related field


Required Experience

•

Eight years’ of progressive leadership experience in governmental finance or organization-wide financial management including at least four years of supervisory experience


Qualification Equivalency

Equivalent education and experience are accepted
