Primary Purpose

Partners with the Clinical Operations Director in the day-to-day management of the Health Clinics.  Provides strategic leadership and management to the Clinical Operations Managers and Regional Clinics Operations Manager.  Ensures compliance with federal, state and county regulations assuring that services are provided in a manner that results in positive outcomes for Wake County citizens.   Serves as second-in-command to the Clinical Operations Director.

Functions as second-in-command: Serves as primary back up to the Clinical Operations Director.  Consults on division goals and objectives.  Leads new project initiatives.  Attends meetings on behalf of the Clinical Operations Director.  Responds to a wide variety of questions internal and external to the organization on behalf of the Clinical Operations Director.

Healthcare Financial Management for Health Clinics: Optimizes revenue through evaluation and improvement of business practices.  Serves as a resource regarding revenue questions.  Monitors revenues compared to expenses and provides reports to Clinical Operations Director.  Advises the Clinical Operations Director of opportunities for enhanced funding or revenue and makes recommendations regarding service additions, changes or discontinuation.

Implements Clinical Practice Management Model for Health Clinics: Evaluates policies and procedures to identify opportunities for increased efficiency, cost effectiveness, and revenue enhancements. Provides support to operations managers related to clinic schedules, data dashboards, auditing and new technologies implemented.  Helps to establish and support consistent standards and business practices across all clinics.

Ensures Compliance with Regulations and Contractual Obligations: Ensures that they are appropriately trained and are in compliance with public health law.  Monitors legislation and contract addenda and analyzes potential impacts from rule and policy changes.  Ensures service sites maintain all required certifications and accreditation.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

Bachelor's degree in Healthcare Administration, Public Health, Business Administration or related field


Required Experience

•

5 years of job-related experience, including 3 years of supervisory experience

Equivalent education and experience are accepted
