Primary Purpose

Manage department efforts to promote the responsible use of natural resources primarily by reducing the use of utilities and improving the efficiency and  operations of facilities and building systems. Use various tools and software to monitor building utility consumption to assist with determining energy reduction projects for the organization. Collaborate with utility providers to coordinate organizational energy and sustainability programs and provide analysis, information and recommendations to leadership. Lead a team of Engineers and Technicians to provide technical analysis, review, measurement, and performance monitoring for projects and/or contracts. Provide professional energy engineering expertise and support for departments and manage energy conservation related construction projects. Serve as the subject matter expert to the county's Energy Advisory Commission.   

 

Essential Functions

Use various tools, software and databases to monitor building utility consumption. Bring anomalies to the attention of department leadership and establish a team to troubleshoot any issues that may result in the anomalies. Predict and model energy reduction from energy conservation measure (ECM) projects. Work with maintenance staff with modeling energy impact of system alterations. Verify that building automation systems are operating at peak efficiency by leading a team of Facility Systems Engineers and Technicians who monitor the building automation system. Perform project management and contract administration duties. Perform project management duties by participating as a member of the design team throughout the design and review process, bidding, contract award, construction administration, project inspections, and acceptance of county projects. Work with contractors, designers, suppliers, technical consultants, and other county staff professionals to deliver projects on time, within budget, and compliant per the contract documents. Serve as a project liaison to the end user to ensure the project meets the operational needs of the respective work group or program. Manage service contracts to verify that contracted services were delivered as specified in a manner consistent with county requirements and standards. Receive and properly record project close out documents to allow for future use and reference.

Manage department efforts to promote the responsible use of natural resources by reducing the use of utilities. Plan and execute ECM projects and fit them into a capital plan as efficiently as possible. Adjust ECM plan as market conditions and building conditions change the expected impact on energy reduction and fiscal impact of the projects.

Serve as the subject matter expert to the Wake County Energy Advisory Commission. Present progress on energy related projects, coordinate third party presentations, schedule one year reviews of new construction projects and assist in the development of the monthly agenda. Develop agenda content and presentation materials and attend Board of Commissioner's meetings as needed.

Advocate for energy reducing measures in new major capital projects by calculating the energy savings and potential payback of any energy saving measures to be included in capital projects. Participate in all facility based capital planning. Work to ensure project budgets are sufficient to construct energy efficient buildings. Model equipment lifecycles in order to ensure that equipment is replaced before equipment age substantially effects the efficiency of building systems.

Additional Responsibilities

•

Respond to adverse weather events and emergency response operations as required. Clean up and restore county properties after damage due to natural events, civil protests, or other unplanned events.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge, Skills and Abilities

•

Advanced experience and skill in the use of AutoCAD, Facility Management software, Microsoft Office products, and related applications

Excellent skills to create reports, spreadsheets and PowerPoint materials for presentation to the Energy Advisory Commission and other commissions or boards

Complete grasp of fundamental engineering concepts to apply to spreadsheets, databases and other calculations for data validation purposes

•

Ability to use accounting techniques to run payback analysis and modeling on any energy reduction project needed

•

Project management skills to be able to navigate a project from programming and planning through to completion

•

Ability to firmly adhere to codes of conduct and ethical principles and set a good example for team members

Ability to identify problems, determine possible solutions and actively work to resolve the issues with sound judgement

Knowledge of materials, methods and the tools involved with managing the energy for a large commercial portfolio of buildings ranging from detention centers to libraries in function and operation
