Assists the Director and Deputy Director in developing budgeting strategies, plans, and procedures. Evaluates current operations and implements improvements in work planning and project management. Engages in high-level financial analysis, planning, and forecasting for fiscal health and future economic development activities. Essential Functions | | | Priority | % Time | • | Supports management of the preparation, presentation and publication of the Wake County operating and capital budget. Provides coordinated support and analyses to Budget Director and County Manager’s Office to develop the Recommended and Adopted budgets. Reviews data to analyze trends affecting financial, programmatic, and personnel needs. Synthesizes large sets of data and determines high-level key messages and gaps. Presents findings effectively to management. Develops solutions or options for proceeding. | 1 | 25% | • | Ensures high-quality data analysis and research are provided to support recommendations on countywide budget, performance, and policy issues. Coordinates team collaboration with other internal service departments to develop and implement the annual budget and seven-year Capital Improvement Program. Directs professional staff in this objective. | 2 | 20% | • | Provides technical guidance; monitors and evaluates projects and processes; performs research of specialized and technical information; analyzes and resolves complex and sensitive issues; handles escalated customer concerns; and implements initiatives and solutions. Supports business plan development, assists with designing budget development process, and trains on budget entry. | 4 | 25% | • | Oversees and provides direct staff supervision including weekly one-on-one check-ins, conducting performance evaluations, and coordinating training. Guides, reviews and approves work provided by staff; monitors service quality and compliance with applicable regulations, standards, policies and/or business requirements; identifies and implements process improvements. | 3 | 20% | • | Conducts and coordinates special projects as assigned by the Director, Deputy Director, and the County Manager’s Office. | 5 | 10% | | | | | | | |
