Execute independent judgment and initiative while managing projects. Perform professional level civil engineering duties and services in support of maintaining, repairing, and replacing County assets. Research and evaluate products which may enhance current or future activities. Direct the implementation and completion of special projects as assigned. Direct related service contracts as assigned. Provide professional level civil engineering or project management assistance and guidance to other Divisional or Department staff. Determine system life cycle replacement schedule and associated budgets. Serve as a technical lead or subject matter expert and project manager. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Provide civil engineering support for Facility & Field Services and other GSA Divisions as needed. Display knowledge and experience of civil structures, storm water systems, Public Safety radio towers (law enforcement, fire, EMS, 800 MHz users), flood control structures, irrigation/hydraulic systems, sub-surface utility engineering, greenways, bridges, asphalt/concrete paving, hard surfaces, landscape maintenance plans, and erosion control methods. Perform site and system assessments and inspections to maintain County assets working with user groups to meet operational needs and requirements. Develop solutions to complex civil/site problems to enhance the overall facility. Manage system quality control and system integrity. Manage and monitor assigned projects as related to exterior construction services. Perform design work on projects and research and recommend technology options for site issues. Provide input into the department’s business and strategic plans as well as the Capital Improvement Plan consisting of major and minor projects. Use AutoCAD and other facility management applications to electronically record civil project work and site utility upgrades, changes, and repairs. | 1 | 45% | • | Perform project management and contract administration duties. Perform project management duties by participating as a member of the design team throughout the design and review process, bidding, contract award, construction administration, project inspections, and acceptance of County projects. Work with contractors, designers, supplies, technical consultants, and other county staff professionals to deliver projects on time, within budget and compliant per the contract documents. Act as a project liaison to the end user to ensure the project meets the operational needs of the respective work group or program. Manage service contracts to verify that contracted services were delivered as specified in a manner consistent with County requirements and standards. Receive and properly record project close out documents to allow for future use and reference. | 2 | 35% | • | Perform environmental engineering and management duties to maintain compliance on specific programs. Perform inspections of flood control structures with various agencies and municipal partners. Manage and conduct required inspections of UST’s to maintain compliance and permits. Prepare, review, and update EAP’s for flood control structures and bridges as required. Schedule and conduct inspections of storm water devices such as BMP’s to maintain compliance and safe operating conditions. Assess and coordinate hazard remediation efforts for flood control, UST, storm water, open space, fire, and contamination remediation on County managed properties. Respond to citizen, municipality or regulatory complaints related to environmental issues. | 3 | 10% | • | Analyze reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project. Perform data management duties to maintain detailed inventories of asset portfolios using spreadsheets, Wake County databases, AutoCAD, and other software packages. Examples of asset portfolios that will be managed are: storm water devices, flood control structures, Public Safety radio towers, asphalt assessments, etc. | 4 | 10% | | | | | | | |

Additional Responsibilities | • | Respond to adverse weather events and emergency response operations as required for essential employees. Clear and remove precipitation (snow and ice) and debris from facilities after severe weather. Operate snow removal equipment, plow trucks, spreaders, power brooms, blowers, and other commercial equipment. Clean up and restore county properties after damage due to natural events, civil protests or other unplanned events. | | | |
