Primary Purpose

Under general direction of the Wake County Chief Medical Officer, performs duties in the management of the Medical Oversight functions for clinical care in the Wake County EMS System, as delineated in 10A NCAC 13P .0400. Directs functions of operational, clinical and quality initiatives that support the provision of consistent clinical performance and practice standards across the Wake County EMS System. Participates as a member of the EMS senior leadership team. Ensures implementation of, and facilitates, the analysis of quality assurance and quality improvement programs. Supports EMS System education programs and provider credentialing functions ensuring the collaboration and coordination of all stakeholders in these programs.

 

Essential Functions

Functions as a member of the EMS senior leadership team managing the Office of Medical Affairs including providing direct supervision to staff members, projects and programs.

Manages the EMS System performance improvement program to ensure compliance with protocols, standards of care, EMS clinician proficiency, appropriate patient management, effectiveness of treatments and protocols, evaluation for positive patient outcomes and other elements or components of the EMS system that occur from the initiation of a 9-1-1 telephone call through delivery of a patient to an emergency department or approved alternative disposition.

Provides on-line and off-line medical direction for the EMS System. Provides medical treatment supervision of personnel by randomly responding to EMS calls and observing the approach, demeanor, relationships, and medical treatment provided to the patient and others by all responding personnel including fire, law enforcement, rescue, other persons functioning as "first responders" and EMS personnel.

Participates in development, revision and implementation of EMS System Protocols in conjunction with the Wake County EMS System Peer Review Committee.

Leads special clinical innovation projects and ensures the appropriate coordination and collaboration across EMS System stakeholders.

Participates in development and delivery of educational programs for the EMS System and community partners.

Serves as a representative of the EMS System with Wake County's medical community through attendance at hospital meetings and other conferences, meetings and seminars.

Supports and participates in EMS system-wide scientific research projects.

Collaborates with EMS logistics and Supply Chain on formulary and cost-effective supply opportunities.

Serves as a physician resource for Wake County Government and the Wake County EMS System.

Additional Responsibilities

•

Staff the Wake County Emergency Operations Center in times of need


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO)


Required Experience

•

Experience as an EMS Physician Associate Medical Director (or equivalent) in a complex EMS System or regional EMS system


Required Licenses and Certifications

•

Licensed (or eligible to be licensed) by the North Carolina Medical Board

•

Board Eligible or Board Certified in EMS (ABEM)


Qualification Equivalency

•

Equivalent education and experience are NOT accepted
