Primary Purpose

Serves as the "right hand" to the Health and Human Services Director (HHS). Provides consultative services to the HHS Director to ensure awareness of Federal and State legislative, policy changes and its potential impact. Oversees administrative activities, primarily with financial administration, contract management, procurement, operations and information technology (IT). Coordinates procurement, budgeting, fiscal management, federal reporting, and day to day functions.  operations.

Legislation, Policy, Strategic Direction and Integration:  Tracks Federal and State legislative developments that have potential impacts on Public Health (PH) and Social Services; ensures Health and Human Services (HHS) Director is informed of horizon issues that may impact PH and Social Services; provides the research, impact analysis, evaluation and recommendations concerning the legislation, regulations and program objectives. Oversees coordination and tracking of all legislation assisting Wake County in legislative matters relevant to HHS legislation. Partners with PH and Social Services to support their work in meeting the State MOU standards and PH accreditation measures with the legislative changes, as per consultation with HHS Director. Partners with State and National Leaders to keep abreast of horizon issues in PH and Social Services that impact HHS. This includes: Participation in the National Association of County Human Services Administrators (NACHSA); monthly NCACDSS Meetings; 100 County Call Meetings; and State PH Meetings.  Provides regular updates on meeting outcomes to HHS Senior Leadership.

Financial/Business Management Lead/Contract Management: Collaborates to develop budget (with HHS Director and Department Budget Officer). Monitors budget and all fiscal reconciliation. Stays informed about funding sources including Medicaid, Third Party and grants. Identifies ways to maximize budget and funding. Identifies economies of scale. Addresses budget proactively vs. reactively.  Tracks procurement related to all HHS initiatives.  Develops and revises fiscal policies and procedures.  Acts as primary HHS point of contact with the Finance Division. Oversees contract/vendor process for all HHS projects and programs. Ensures vendor compliance with contracts.

Document Management and Reporting Operations:  Oversees the accurate compilation and timely submission of audit reports, federal and state reporting.

Leadership:  In coordination with the HHS Director, effectively collaborates with Performance & Change Management Director, Business Analytics Manager and others regarding strategic direction of the HHS portfolio to optimize organizational strategy, innovation and capacity of staff and other resources.

Training/CQI:  Manages and oversees the Health & Human Services training unit in the planning, design, and implementation of training across all divisions with HHS. Reviews the process and program evaluations through data collection, analysis, audits and reporting.  Oversees the development, monitoring and presentation of internal quality measures and initiatives.

Operations Management:  Oversees  operations and facilities management by providing guidance to Deputy Director of Operations. Coordinates portfolio activities in the department including implementation of changes to processes or procedures as it relates to operations and facilities master plan.

Information Technology: Oversees all technology operations for HHS and evaluates them according to established goals. Assists in devising and establishing IT processes and systems to support the implementation of strategies set. Analyzes the business requirements of all divisions to determine their technology needs.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Services, Health or related field


Required Experience

•

Seven years of experience in public sector management in a healthcare or social services setting including at least three years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted
