Primary Purpose

Advances the County's efforts to launch the Office of Race Equity and execute recommendations from the Blueprints to Dismantle Systemic Racism report. Coordinates and collaborates with key stakeholders and partners to advance strategies and recommendations in four key focus areas: economic mobility; criminal justice; education; and health. Reports to the Director of Diversity, Equity & Inclusion and supports both internal and external efforts in integrating racial equity principles into County operations, projects and services through the application and integration of best practices, training and development of County staff, and tracking and measurement of outcomes. Duties and assignments will be broad in scope and strategic in nature, including diverse project management, strategic planning, complex analysis, research coordination, and administrative functions as required.

Develops and coordinates an implementation plan and strategy as recommended by the Blueprints of Dismantling Systemic Racism report. Coordinates project management and facilitation of a multi-stakeholder planning process. Provides administrative support for meetings and other information-gathering strategies to advance the implementation of best practices and recommendations.

Manages enterprise-wide racial equity initiatives that build capacity for County staff and residents. Manages and facilitates projects aimed at achieving the County's racial equity goals. Supports department in developing and executing annual racial equity plans. Monitors and analyzes program benchmarks using an analytical framework to show the impact and outcome of projects. Communicates progress to all relevant stakeholders, both in written and oral forms.

Evaluates short- and long-term impacts of race equity strategies through effective goal setting, key performance indicators (KPI), action plans, surveys, and metrics to assess and track progress over time. Prepares and collaborates with the Raleigh Chamber on annual and quarterly reports on priorities.

Manages and maintains relationships with a broad set of stakeholders, including senior government officials, faith community, businesses, non-profits, and other key stakeholders. Bridges communication across diverse stakeholder groups to advance work, foster trust, and build relationships.

Increases capacity of County staff to advance racial equity through collective action. Coordinates with applicable departments in providing advice to project work teams on proven and innovative methodologies to engage the community.  Convenes and facilitates a community stakeholder group that serves as the advisory board of county-wide efforts to dismantle systemic racism.

Participates in resource development, develops awareness and educational collateral, facilitates meetings, plans outreach events, and participates in various working groups and committees.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Bachelor's degree in a related field

Demonstrated deep commitment to racial equity, and familiarity with racial equity principles including knowledge in current DEI best practices and trends.

•

Demonstrated knowledge of organizational development theories, techniques, project management/coordination practices.

•

Practical experience designing and implementing racial equity strategies and project plans to support effective implementation of related programs and initiatives.

•

Project management skills with ability to lead and direct projects. Ability to demonstrate urgency for project tasks as it relates to initiating meetings, follow-ups, and communications to keep projects moving forward.

•

Ability to plan and deliver effective and engaging presentations and/or trainings to a variety of audiences. Demonstrated flexibility and adaptability, along with meeting facilitation skills. 

•

Highly organized with keen attention to detail, ability to juggle multiple priority projects at once and meet established deadlines.

•

Ability to work well with different team members and manage lateral reporting relationships.

•

Ability to engage, influence and mobilize others, working at multiple levels within an organization.

•
