Primary Purpose

Responsible for performing technical, managerial, logistical, and strategic planning procedures to ensure timely and accurate elections. Supervises, coordinates and oversees all logistical, Early Voting, mapping, addressing, geocoding and warehouse operations as well supply distribution for up to 25 Early Voting sites and up to 210 precincts. Devises solutions to problems that impact execution of tasks and operations. Applies leadership, coaching, and coordination to run cross-functional teams to drive projects forward, ensuring time and resources are used effectively and efficiently to meet Election deadlines.

Plans, directs and manages warehouse general operations, special events and projects. Develops and implements complex operations and logistics to contribute to on time and accurate elections. Manages coordination and logistics preparations for election supply distribution for up to 25 early voting sites, 210 Election Day Chief Judges and 26 Coordinators, polling locations, redistricting/geocode issues. Maintaining warehouse security and storage of up to 2,000,000 ballots.

Collaborates cross-divisionally with with Training, IT, Voter Registration, Staffing, Polling Place Management and other teams to lead and advance projects to build processes that unify efforts. Manages the creation of maps, quick guides, address audits, redistricting and mass jurisdiction/address changes and provide support as needed.

Supervises seven permanent employees and up to 25 seasonal agency temps. Defines work goals, work objectives and monitors team performance. Manages onboarding activities, professional development, discipline, work schedules, and timesheet approvals. Communicates required tasks and manages the logistics project management software to track the team progress.

Oversees and maintains a budget for Logistics and Early Voting teams and provides frequent status updates and guidance for crucial decision making. Develops early voting budget in the form of expansion requests, each fiscal year, totaling up to 3 million, depending on election cycle and number and numbers of sites selected.

Develops policies and procedures to provide strategic oversight as well as representation of hands-on effort. Oversees the storing, tracking and managing of records retention and ensures compliance with North Carolina Statute and North Carolina Board of Elections directives.

Assists with composing contracts needed in supporting election efforts such as supply transports such as pickup, delivery and storage. Establishes and maintaining vendor relationships.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
