Primary Purpose

Provides talent acquisition and consultation services for various Wake County departments. Advises on best practices, human resources policy interpretation and provides guidance to employees, supervisors, and senior leadership.

 

 

Essential Functions

Provides consultation to hiring managers and senior leadership on short-term and long-term staffing needs based on expected and unexpected turnover to develop proactive recruitment strategies. Consults with managers on hiring best practices, labor market trends and effective talent acquisition strategies including critical needs for candidate profiles, job posting content to attract these candidates, marketing/sourcing techniques to identify the ideal candidate, and applicant screening and selection methods. Provides HR policy guidance and interpretation

Coordinates full-cycle recruitment for multiple job openings. Revises and posts job vacancies, reviews interview questions, edits or creates applicant screening questions, monitors/maintains position open and close dates, screens and refers candidates, and reviews and approves hiring requests

Develops new and innovative recruitment strategies to promote a wide variety of job opportunities.  Sources for candidates from a wide range of sources. Utilizes various sourcing methods to attract highly qualified and diverse applicants to vacancies. Continuously develops talent pipelines for upcoming and difficult-to-fill vacancies

Reviews salary recommendations for all hires for conformance to policy. Refers salary exceptions to the assigned Compensation Consultant to coordinate the approval process

Advises employees and hiring managers on use of applicant tracking system. Troubleshoots and provides training  to ensure compliance with County policies and best practices

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Three years of experience in talent acquisition, position marketing and candidate sourcing


Qualification Equivalency

•

Equivalent education and experience are accepted
