Primary Purpose

Serves as primary back up to the Payroll Manager for all payroll functions including timekeeping, budgets, expenditures, deduction codes, monitoring, and reporting. Serves as team lead for payroll support staff.

 

Essential Functions

Supports withholdings by evaluating weekly payroll register breakdown to complete funding request to Finance Department to transfer funds to a wide variety of accounts (e.g., federal withholding, 401(k), 457, retirement, health savings account)

Monitors monthly and quarterly multiple-state tax reports. Generates reports for each state to draft funding from Wake County. Accountable for retirement plan reporting (e.g., 401(k), 457, Roth IRA, 529 Plan) to transmit funds to a wide variety of vendors bi-monthly and researches and resolves issues required to balance funds.

•

Serves as first back up for Payroll Accountant on all garnishments (e.g., education loan, child support, taxes) to include the set up in the HR system to deduct from employee paychecks. Performs disbursement payments to a wide variety of agencies for garnishments. Processes journal entries for a wide variety of payroll expenditure to include: flexible spending account-medical, dependent care, garnishments, taxes, and other benefits. Determines Employment Security Commission wages paid for unemployment account, and understands requirements for multi-state employees.

Generates reports to audit timesheet errors. Researches and resolves discrepancies with hiring managers (e.g., holiday, shift hours). Calculates, enters, and verifies payroll data to include wages, military pay, workers’ compensation, levies, and educational reimbursements. Processes supplemental checks.

Serves as resource to employees and hiring managers regarding more complex timesheet policy interpretation and submission corrections. Audits timesheet adjustments initiated by the Payroll Analyst.

Serves as division representative to explain and test payroll system design and enhancements. Serves as team coordinator for special projects assigned to the team.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Two years of experience in payroll administration

•

Equivalent education and experience are accepted
