Primary Purpose

Promotes and protects the public health of citizens in Wake County pursuant to Chapter 130A-41 of the General Statutes of North Carolina. Formulates and administers comprehensive public health programs based on needs and available resources. Makes recommendations to and consults with the Health and Human Services Director on general policies and procedures, goals, and proposals and methods of service delivery for Public Health and Clinical Operations.

Manages and directs the work of the Health Department. Supervises the work that comprises the senior management team in the department whose work involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Organizes and assigns work across divisional lines. Establishes strategic direction for Public Health with associated goals and objectives for each major division and through policy development.

Interacts and communicates with various groups and individuals such as  Health and Human Services Board, Board of County Commissioners, County Manager, senior management and supervisors in department, State and Federal health officials, and the general public.  Authorizes content and format of communications; delivers communications when appropriate on targeted issues of importance to community in variety of formats such as reports, conferences, press releases, news interviews, radio interviews, and presentations.

Directs and engages in strategic community planning related to health matters by ensuring coordination of community assessment data gathering across organizational lines; interprets assessment data to organizations and policymakers.

Establishes effective internal/workgroup relationships and external contacts.  Collaborates with community agencies and organizations to coordinate service delivery and advocacy. Monitor legislation at all levels that affect health issues. Communicate emerging political issues to key stakeholders, county agencies, and department staff.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge and Experience

•

Requires advanced management and leadership knowledge to oversee diverse programs. Has master-level knowledge and skills within a specific technical or professional discipline with strong understanding of other areas within the Department or across the County.


Qualifications


Required Education

•

Master's degree in public health administration and at least one year of employment experience in health programs or health services; or

•

Master's degree in public health discipline other than public health administration and at least three years of employment experience in health programs or health services; or

•

Master's degree in public administration and at least two years of experience in health programs or health services; or

•

Master's degree in a field related to public health and at least three years of experience in health programs or health services; or

•

Bachelor's degree in public health administration or public administration and at least three years of experience in health programs or health services.

•

Minimum training and experience requirements are in accordance with GS 130A-40. For master's degree related to public health, the determination must be made by the State Health Director.

Ability to monitor legislation at all levels that affect health issues and communicates emerging political issues to key stakeholders, county agencies, and department staff.

•

Expertise in authorizing content and format of communications and delivering communications when appropriate on targeted issues of importance to community in variety of formats such as reports, conferences, press releases, news interviews, radio interviews, and presentations.

•

Ability to deliver accurate briefings and materials for public and health care providers on the nature of the emergency and the desired/appropriate response.

•

Ability to refer to laws and regulations, guidance from experts, guidance from research experts, State Center for Health Statistics reports, program reports from North Carolina DHHS, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
