Primary Purpose

Serves as a liaison for department stakeholders and subject matter experts to create and implement onboarding resources and further enhance/streamline the onboarding process. Functions as an expert on the Background Check Program. Partners with Onboarding Manager in the development and implementation of solutions to aide departments in cultivating an engaging and positive employee experience.

Consults with hiring managers on their role in the onboarding process and discussing  resources/tools needed to foster employee onboarding success and capture positive onboarding experiences. Develops onboarding resources to support vital onboarding stages such as: pre-arrival, first day, and critical milestones and is accountable for the ongoing updates to these materials.

Administers background check program and consults with hiring managers on the initiation of adverse action. Audits background check documentation and partners with the Onboarding Manager  and HR stakeholders to interpret impact of potential decisions and discuss next steps with hiring manager. Functions as program expert to ensure compliance with FCRA, EEOC, and other pertinent State and Federal Regulations.

Provides support and training to department stakeholders ensuring a high-level of partnership. Supports Onboarding Manager in continuous improvement efforts to enhance ongoing training  and employee resources. Facilitates one-on-one  and group onboarding sessions to complete critical tasks for employees to successfully join Wake County (e.g., I-9, ID cards, parking, tax forms, direct deposit, orientation and benefits enrollment) and to transition between Wake County departments. Serves as a resource to new employees regarding onboarding processes and relocation procedures. Prepares new employees for orientation distributing required forms and information. In depth knowledge of policies and procedures for multiple functions (e.g., payroll, FLSA, benefits, IT systems, security/badges, parking) required to perform this task.

Processes onboarding actions to ensure timely and accurate completion. Reviews information received such as: position specific requirements, candidate provided, and employee benefits documents for completeness and accuracy using various guidelines.  Communicates with hiring managers and new employees to receive completed information and ensure a positive onboarding experience.

Collects and analyzes background check, onboarding, and offboarding program data, survey responses, etc. for assigned departments to further identify areas for process improvement or opportunities to enhance the employee experience.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or a related field


Required Experience

•

Two years of experience in human resources administration


Qualification Equivalency

•

Equivalent education and experience are accepted
