Primary Purpose

Administers programs and projects furthering neighborhood improvements, affordable housing and economic self-sufficiency. Under limited supervision, performs project management, monitoring, reporting, loan/grant administration activities, and other activities that may require specific technical knowledge and experience. Utilize strong administrative and project management skills for programs which aim to create and preserve affordable housing. Ensure program compliance with Federal grant requirements such as Section 3, Davis Bacon and Environmental Review as needed, as well as track and report data metrics and work with external/internal partners to ensure successful program outcomes.

 

Essential Functions

Leads program and project management for Division programs to create and preserve affordable housing, leveraging specific technical experience and knowledge. Independently uses project management strategies to ensure outcomes are achieved timely and accurately.

Creates, reviews, evaluates, and enforces development agreements, loan agreements, services contracts, memoranda of understanding, and requests for proposals. Monitors contracts for compliance with applicable local, state, and federal requirements and provides reporting.

Serves as a technical expert for programs within and outside of their portfolio. Interprets HUD guidelines, maintains project portfolios, performs site visits, provides technical assistance, and responds to complaints and questions.

•

Prepares studies, reports, strategies, maps and plans pertinent to the formulation and maintenance of housing programs. Create, evaluate, and update internal policies and procedures for programs and initiate improvements, adhering to applicable federal, state, and local requirements.

•

Support advocacy and education to further housing affordability and community revitalization strategies, and solicits partnerships to implement those strategies.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge of appropriate policies and procedures for HUD entitlement program monitoring and completion to include activity set-up, documentation, reporting, timeliness, monitoring and closeouts. May require knowledge of grant and loan administration including variable payments, amortization schedules, bankruptcy, and foreclosure.
