Primary Purpose

The IT Contract Specialist will serve as the lead for contract management, negotiations, monitoring, oversight and administration for IT hardware, software and service contracts. The Specialist will assist with the creation and development of RFPs, bids and agreements. Specialist will review and modify existing contracts and amendments to develop renewal options.

 

Essential Functions

Review and negotiate software licenses as well as a variety of other contracts, including vendor agreements, master service agreements, consultant agreements, etc. to ensure IT contracts are aligned to IT strategies, requirements, and control mechanisms.

Review vendor proposals before final negotiations, and provide negotiation suggestions to benefit the County.

Assist in the development of Request for Information (RFIs), Request for Proposal (RFPs) and business cases by providing technical risk assessments and IT contractual requirements.

Follow County Finance and Procurement policies, process and procedure as related to vendor registration and requirements for doing business with Wake County.

Participate in the budget process, such as annual budget planning.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

Bachelor's degree in a relevant field such as Business Administration, Contract Management or Information Technology


Required Experience

Four years of experience in Information Technology contract management


Qualification Equivalency

Equivalent education and experience are accepted


Knowledge, Skills and Abilities

Basic understanding of IT product and service needs, as well as general knowledge of changing technologies.

Experience to develop, edit, review, and revise IFBs, RFQs, and RFPs of varying complexity.

Experience to negotiate contracts and solicitation documents.

Working knowledge to ensure compliance with requirements of procurement laws and regulations for information technology and negotiation of contract terms and conditions.
