Primary Purpose

The primary purpose of the MWBE (Minority and Women Business Enterprise) Program Manager position is to lead and design a strategy to carry out Wake County's efforts to increase MWBE participation, regardless of business size.  From construction projects to services and goods, this position will lead complex and technical protocols. Successful candidates will possess knowledge of the processing and application of information, documents, and/or materials related to government contracting and procurement.   This position will design, operate and the implementation of the MWBE Program, performing work that creates economic opportunities through a wide variety of administrative functions and community-facing programs.

 

The MWBE Program Manager is a key team member of the Office of Diversity, Equity, and Inclusion's (ODEI) and coordinates regularly with internal and external key stakeholders.  From local non-profits to other agencies, this position will strategically plan and execute the County's high priority to serve and create a more diverse and inclusive community, including entrepreneurs and small businesses.

 

Essential Functions

Develop and implement procedures concerning MWBE participation, compliance functions, including: Development and timely submission of substantive plans for Wake County MWBE participation goals; Collection and compilation of reports on MWBE utilization; Support for departments with compliance auditing and approval of audit methodologies; and Monitors, prepares and provides statutorily required reports.

Oversee MWBE certification through the NC HUB Office and customer services programming, consisting of various technical and financial assistance initiatives to help MWBEs bid on and secure government contracts, access financing, improve operations, and grow their businesses.

Participate in working groups, task forces, and forums on MWBE issues and opportunities, and ensure the visibility of Wake County MWBE activity throughout the MWBE stakeholder community.

Plan, develop and oversee implementation of programs, procedures and policies to increase contact between MWBEs and county departments.

Conducts MWBE forums to advise MWBE communities of upcoming new contract opportunities that span a variety of industry categories (construction, architecture & engineering, professional services, other services, and goods).

Helps MWBEs register with Wake County’s electronic bidding and vendor systems

Monitors internal procedures to ensure compliance with State, local, and organizational policy; evaluates internal procedures to ensure compliance with organizational goals. Coordinates the review, tracking, and reporting of HUB Subcontracting Plans (HSPs).

Ensures compliance with current NC HUB policies, regulations, and procurement procedures during purchases of commodities and equipment of a specialized or complex nature, including Information Technology goods and services.

Design and conduct quarterly evaluations to track metrics on participating business development and agencies/authorities’ initiatives.  Host meetings to share these evaluation results to inform data-driven improvements among participating stakeholders and agencies/authorities.  Hold annual evaluation meetings with business community and agencies/authorities to review metrics, measure impact of MBWE programs, and solicit feedback on program improvements.

Represent the Office of Diversity, Equity, and Inclusion by participating on panels for various business seminars, agencies, authorities, community-based organizations, and business trade groups.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
