Provides technical direction, review, development, testing, implementation, and support of applications to include upgrades and maintenance projects. Assists in budget preparation and acquisition of technology. Maintains a level of knowledge that is current with new technology and shares with others. Influences and collaborates with other IT teams, and vendors on software / hardware procurements. Provides technology training and materials to various system business and technical teams. Provides consultation and support to other IS and business staff as well as forming good relationships with County departmental staff, County vendors and partner agencies. Defines and supports best practices for development and maintenance of applications. Performs complex data integration, migration, interfaces, and scripting. Documents complex procedures and troubleshooting procedures related to systems/networks software and hardware and works to simplify where possible. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Lead the research, planning, design, implementation, and management of complex business systems. Administers the business systems production and test environments on a day-to-day basis to ensure the stability, integrity, and efficient operation of the in- house information systems that support core organizational functions. This includes ensuring backups, security, patches, and change management. Develops and implements policies and procedures for ensuring the security and integrity of Wake County systems. Implements system architecture, data models and works with database engineers on designs, data access and table maintenance. Designs and builds interfaces and reports as required. Develops and lead strategies for data archive recovery. Implements change control procedures. Coordinates production scheduling with other technical staff. Serves as technical lead and consults with vendors, business owners and developers during projects and implementation. Manages licenses and upgrades in the systems environment. Performs planning, and facilitation of data migrations and scripting to manipulate data. | 1 | 45% | • | Monitors system performance and resolves systems performance and, systems capacity issues, replication, and other distributed data issues. Performs and or coordinates / tests platform backups and installs. Provides continuous system platform monitoring often for multiple systems working as one, maintenance, and fine tuning of servers, tools, and systems to ensure the highest level of data availability, integrity, and security. Administers security, patches, configures replications, and monitors scheduled jobs and performance. | 2 | 25% | • | Participates in project meetings and dialogs regarding system related project components. Provides realistic estimates of specific project related tasks to the project manager. Provides prompt and clear communication of project task status and any related issues in project meetings and through email and phone dialogs. Mentoring of Junior staff and contract staff. Is comfortable communicating across a wide audience including executive leaders. Provides technical platform design, support, and assistance.
