Primary Purpose

Leads a group of professionals in responding to and investigating public health complaints concerning septic systems and performing regular operation and maintenance inspections for septic system  compliance. The inspections are required in accordance with 15A NCAC 18E 1300. Issues notices of violations if warranted. Documents actions and prepares reports or studies which could be used in court proceedings. Provides technical expertise and guidance to property owners and seek corrective measures. Documents findings. Inspect public swimming pools and issue pool operation permits. Creates reports for, mentors, trains, and guides this Inspections group. Assists in selection of new staff as part of the hiring process.

 

Essential Functions

Manages a team of professionals. Organizes work to  perform complaint/repair request investigations, code cases escalating,  and design and permit repairs for systems when required, conduct final inspections for repair system. Mentors on sites that require additional resources or experience to correct.

Mentors and trains staff to improve performance, as needed and indicated in QA checks completed on a regular basis.

•

Implements enforcement actions, as needed, to achieve compliance with homeowners. This may included working with legal staff to prepare for legal actions.

•

Creates reports of productivity, timeliness, and completes QA/QC activities to improve monitor effectiveness of the group. These reports may be used in preparation for the budget process.

•

Directs staff to conduct Operation and Maintenance (O&M) inspections for septic systems, as required under 15A NCAC 18E 1300. Completes inspections as needed to meet goals.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Coordinate, completes and directs swimming pool inspections and issuance of permits.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Three years of experience in environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Professional Engineer (PE) in civil or related engineering discipline

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
