Provides advanced regulatory and consultative services with respect to quality assurance, education, technical assistance, staff training, and design review to facilitate permitting process and compliance. Creates reports concerning productivity, quality, and/or timeliness of services to improve processes and support the budget process. Provides technical and other support to the Watershed Program Manager to advance Environmental Services Department initiatives. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Leads the work of a team of Environmental Engineers/Consultants in Watershed Management, completes quality review of their work, and provides feedback on quality and timeliness of work. Conducts performance reviews and provides mentorship to Environmental Engineers and Principal Environmental Engineers. Ensures the continued State delegation of the Wake County Stormwater Management and Sedimentation & Erosion Control programs. | 1 | 20% | • | Completes plan reviews as needed to keep up with demand and achieve performance measures targets. Provides technical support and training on difficult plans and/or sites. Shares experience on completing plan reviews with the staff of the Watershed Management program. | 2 | 20% | • | Establishes a system for the effective team coverage of the increasing demand for plan reviews. Researches and implements procedures and processes to maintain coverage with existing staff. Assigns projects and supervises Environmental Engineers/Consultants to ensure the provision of the needed technical assistance and educational outreach to the development community to enhance project compliance with applicable regulations. | 3 | 15% | • | Evaluates and implements effective educational programs and training suitable for each group of the development community to improve their ability to achieve compliance. Manages relationships and collaboration with the development community, stakeholders, and partner municipalities. Facilitates problem solving and proactively assess situations to resolve issues that could potentially escalate. | 4 | 20% | • | Creates reports that will support analysis of the effectiveness and productivity of the plan review team and can be used to support the Water Quality budget process. Coordinates internal and external training (and certification where applicable) to enhance staff competency and implements standards to make the process of plan review and enforcement more seamless. | 5 | 15% | • | Works closely with the Watershed Program Manager to advance new department initiatives, process improvements, staff certification and training, budget expansion requests, as well as track and make provisions to accommodate legislative changes to program. Fills in for the Program Manager in their absence or in times of increased workload. | 6 | 10% | | | | | | | |
