Primary Purpose

Provides policy interpretation, coaching and guidance to employees and leaders pertaining to discipline and performance management. Assists with investigating workplace complaints and serves as point of contact for the anonymous complaint hot line. Coordinates the County's unemployment program to include responding to unemployment claims, maintaining unemployment files, and preparing reports.

Coordinates with supervisors regarding unemployment hearings. Represents the County at hearings along with supervisors. Processes Division of Employment Security (DES) Notice of Claims requests for information and ensures proper documentation is provided to the State within required timeframe. Inputs response in the DES Sides system and attaches all required documentation. Answers questions and inquiries from claimants and/or supervisors. Prepares end-of-the-year reports on the unemployment insurance program and responds to fraudulent unemployment claims. Processes end-of-the-year bill from Division of Employment Security for payment to Department.

Advises managers and employees regarding employee relations procedures, issues and cases, including policy interpretation and application. Coach employees and leaders regarding employee relations matters and performance management. Investigates workplace complaints, reviews documentation and employee interviews; prepares investigative reports to include findings and recommendations; and assists managers and department heads in carrying out disciplinary actions, performance improvement plans, and other employee relations actions. Facilitates pre-disciplinary conferences and grievance hearings. Coach departmental leaders in the preparation of disciplinary forms and documents. Ensures high quality documentation and recording of employee relations actions.

Responds to inquiries from the employee relations mailbox and HRConnect. Researches and responds to a variety of inquiries from the County’s anonymous hotline.  Follows up as needed to gather details associated with calls of a more complex nature and escalates to a Senior Employee Relations Consultant or to the Employee Relations Manager.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or a related field


Required Experience

•

Three years of experience in human resources administration


Qualification Equivalency

•

Equivalent education and experience are accepted

Detailed knowledge of state and local laws and regulations, court rulings related to affirmative action and equal employment opportunity in public agencies, and current employment regulation best practices
